Once again, tension is rising within "Dar al Atfal" Sidi Bernoussi. The residents denounce "the poor management" of the current management. "We suffer from a lack of food, medicine, and equipment. The number of existing pedagogical staff is not enough for the residents' needs. Worse, we do not have the right to criticise this situation, otherwise the director threatens to throw us out," a resident of Dar Al Atfal Sidi Bernoussi confides to us. Furthermore, residents in this charitable establishment mention the use of young residents in order to "siphon off" donations from foreign associations without benefiting those concerned. They also speak of intimidation and favouritism within the establishment, notably in the part reserved for adults. "Dar Al Atfal Sidi Bernoussi brings together unemployed people, graduates, and adults who do not have identity cards even though they do not have the right to be there. Within this chaos, the strongest residents impose their laws. Moreover, a resident suffering from mental disorders is currently on the run for fear of reprisals from other boys because of a trivial story," affirms one of the residents.
And to add that despite these problems which are constantly worsening, the management prefers to remain silent and closes the doors to dialogue. A document written by residents of the orphanage highlights that the leaders of this establishment push them to opt for vocational training instead of continuing their studies, which impacts the future of this already disadvantaged social category.
Contacted on this subject, the director of Dar Al Atfal Sidi Bernoussi, Driss Elhamri, denied these accusations in block: "These accusations are unfounded. The people who put them forward have already alerted the prefecture. The latter sent an inspection commission, but we have nothing to reproach ourselves for. In reality, these residents are against the pedagogical director. Moreover, they demand, in their petition, the departure of the former pedagogical director who resigned and who was not fired as they claim, even though this aspect of administrative management does not concern them." Driss Elhamri refuses to bow to these "unjustified" grievances. "These young people are present at the centre for a limited period, they should take advantage of it and benefit from what we offer them and think about their future. That is the advice I always give them, but it is easy to circumvent reality and take photos by creating stagings of disorganisation," he affirms. According to the director of Dar Al Atfal Sidi Bernoussi, his establishment is by far the best in terms of food: "All the means at our disposal are made available to the residents. Admittedly, a budget of 6 million DH is not enough for the management of the establishment, especially since we do not have the support of the city and regional councils, but the young people do not lack food products or medicine." Driss Elhamri confirms refusing vitamin prescriptions because this "luxury" will encroach on the purchase of other urgent medicines like antibiotics. "I must optimise the use of the financial resources at my disposal, knowing that 55% of these resources go to the payroll, 78 people. Medical consultations and the purchase of medicines are done at the first symptoms of illness. Furthermore, the establishment's restaurant does not lack equipment, but the residents want to eat in their rooms. We try to prevent them, in vain." This manager of Dar Al Atfal Sidi Bernoussi for boys recalls that his establishment is also controlled by a chartered accountant and a commission that verifies the annual expenses. Regarding the orientation towards vocational training, Driss Elhamri affirms that these are young people who have exhausted all their chances of continuing their studies. For him, this option allows them to integrate easily into the professional world, although it is not always easy: "We have 800 companies at the level of Sidi Bernoussi, if each of them employs a single resident, we will no longer have integration worries. We have approached these units, but we only have promises so far. Nevertheless, we have succeeded in integrating several young people into the world of work even if this mission is not easy. In most cases, integration fails after 2 to 3 weeks because the young person is used to assistance." According to the management of Dar Al Atfal Sidi Bernoussi, the residents have at their disposal all the means that facilitate their socio-professional integration, including language courses, remedial classes, as well as psychological support and pre-employment accompaniment.
Donations of all kinds
Dar Al Atfal Sidi Bernoussi houses 267 residents aged 6 to 31. During the previous year, 11 young people residing at this establishment took the baccalaureate exam, nine of them passed. Dar Al Atfal has signed a partnership agreement with Anapec and other associations in order to facilitate the young people's access to employment. In this context, the establishment has succeeded in integrating engineers and finance specialists into public and private establishments. According to the director of Dar Al Atfal, former residents have succeeded in becoming independent and founding a home, two of whom already have children. To carry out his mission, the director says he is developing a policy of involving patrons and benefactors. He thus incites them to make donations other than financial ones. In this context, he established a convention with a Moroccan-American association that renovated the adults' refectory. Likewise, other partnerships have allowed the residents to benefit again from the establishment's "hammam", a minibus, and other advantages. Dar Al Atfal continues its search for partners, notably during religious holidays, the start of the school year... Every time the need arises, the establishment organises an event capable of ensuring the necessary financial resources. Currently, the managers of this space are working on a financing project to ensure psychological support for the residents.
