The Association of Lawyers has opened fire on the justice reform project in Morocco in the presence of Mustapha Ramid, who attended the invitation of the colloquium organised recently in Safi around the theme "Justice reform depends on a real political will".

Mr. Wahbi, president of the Association of Lawyers in Morocco, criticised the Ministry of Justice, which he accused of monopolising the debate around reforms in the sector while adopting approaches and mechanisms that will in no way serve the goals of this project. The latter excluded the main actors and minimised the participation of the judicial authority.

Mr. Wahbi categorically rejected "ready-to-wear" recipes, because reform is not a seasonal activity but a continuous and cumulative process.

The president of the Safi bar, for his part, insisted on the need for a synergy of efforts with a view to bringing the justice reform project to fruition and thus facing the crisis that is growing.

Amine Ezzine, Secretary General of the Arab Lawyers Union, focused on the priority of having a global vision on the justice reform project, which is confronted with multiple handicaps in the Arab region in general. The reform should take into consideration laws, techniques, tools, guarantees, and the moral question in the first place in order to lead to the establishment of an effective, competent, and independent judicial authority.

During his intervention, the Minister of Justice, Mustapha Ramid, recalled the Royal and political will to lead this reform, which is supposed to decline the principles of independence and consolidation of the prerogatives of the judiciary contained in the new Constitution. For him, this project should constitute a platform for a national and participatory debate that will lead to a national reference Charter for the justice sector.

It should be recalled that according to its presentation note, justice reform aims at several strategic objectives, namely strengthening citizens' trust and the credibility of justice as well as its role in the exercise of rights and freedoms with a view to meeting the conditions for a fair trial, facilitating citizens' access to justice, and consolidating the quality and transparency of judicial services as well as their speed, and upgrading the judicial system, modernising it, and putting it at the service of citizens and the imperatives of development. Objectives that the multiple criticisms made regarding the absence of uniform objective criteria in the composition of the high dialogue body, the exclusion of certain judicial professions from it, and the work methodology chosen by Mustapha Ramid, seem increasingly difficult to achieve.
