167 million DH to strengthen the road network

Some 166.9 million DH have been allocated to projects aimed at strengthening the road infrastructure in the province in recent years, within the framework of the second National Programme for Rural Roads (PNRR2). This operation concerns the realisation of road projects with a length of 137 km, the financing of which is provided by the Ministry of Equipment. Several projects have been realised. These include the strengthening of the road network, widening, maintenance, and extension.

For the year 2010, the provincial directorate of equipment was able to build 102 km. The total amount reserved for these projects amounted to 165.9 million DH and concerns in particular the construction of the road connecting Triwa to Ait Ichou over a length of 25 km, the construction of the provincial road connecting Ait Ikko and Bergline over a length of 23 km, and finally the development of the road connecting regional road No. 401 and Ain Tirzi over a length of 12.5 km. Provincial officials proceeded with the construction of provincial road No. 4303 connecting Marchouch and provincial road No. 4307 over a length of 9.5 km, and the development of provincial road No. 4307 connecting Brachoua and Ain Sbit, over a length of 12.5 km. All these projects fall within the framework of the national programme for rural roads.

In the context of the maintenance of roads falling under the province, the supervisory ministry released a budget of 148.5 million DH for the 2010-2012 period, with the construction of 189.3 km and 2 engineering structures.

It must be said that the Khémisset province is trying as best it can to overcome the structural constraints that hinder its development. In this context, several projects have been realised or programmed at the level of this province. These include the strengthening of the road network, intended to facilitate access to this agricultural province. To meet the imperatives of socio-economic development, this network must be strengthened and readapted by providing for the strengthening of certain roads and the redevelopment of certain strategic axes connecting the Khémisset province on one side, and the Middle Atlas and the Gharb on the other, while ensuring the transit of the Khémisset–Rabat–Oujda–Casa traffic via the national N° 6.

Improving living conditions in rural areas represents a determining challenge to slow down a process of rural exodus that has become increasingly worrying. Rural equipment strategies, particularly in the water, electricity, and road sectors, can only improve living conditions in rural areas and therefore contribute to fixing the population.

Reforming the legal framework for urban planning

The Minister of Housing, Urban Planning, and Urban Policy, Nabil Benabdellah, stressed on Thursday in Khemisset the need to make changes to the reference legal framework in the field of urban planning to face current challenges. Speaking at the opening of the 4th session of the Board of Directors of the Khemisset Urban Agency, Mr. Benabdallah indicated that the field of urban planning in the Khemisset province suffers from enormous problems, particularly in terms of documentation of the entire territorial domain falling under the Urban Agency in the region and the preparation of a space conducive to the launch of a sectoral development policy. The minister, therefore, emphasised the need to simplify procedures and reduce the processing times for urban planning documents, estimating that the necessary flexibility in this field requires the contribution of necessary amendments to solve these problems.
