During the extraordinary session held under the chairmanship of the President of the Tangier-Tetouan-Al Hoceima Regional Council, Omar Moro, and in the presence of the Wali of the region, Younes Tazi, the Regional Council approved the contribution documents, the articles of association, and the shareholders' agreement for the "Tangier-Tetouan-Al Hoceima Multi-Service Regional Company, PLC", which will oversee water distribution, electricity, and liquid sanitation services in the various prefectures and provinces of the region.
 The council members also approved, by an absolute majority, a framework agreement relating to the financing of the investment programme for the new model of delegated management contracts for urban and inter-communal public transport by bus, as well as the contribution to the capital, the articles of association, and the shareholders' agreement for the "Tangier Regional Development Company, PLC", which will be responsible for implementing a number of major projects and works across the region.
 On this occasion, the members of the Regional Council also approved the remaining items on the agenda, consisting of a number of framework agreements relating to accelerating the implementation of the advanced regionalisation project, the management of household and similar waste for the period from 2025 to 2034, a partnership in the water sector, the programme for the rehabilitation of rural centres in the Tangier-Tetouan-Al Hoceima region for the years 2025-2027, the financing of the rehabilitation programme for 26 rural centres in the Tangier-Tetouan-Al Hoceima region, and the implementation of the integrated development programme for the emerging centre of Zoumi in the province of Ouezzane 2025-2026.
 After praising the city of Tangier for hosting the Second National Conference on Advanced Regionalisation last December, Omar Moro emphasised in a speech on the occasion that the approval of these agreements is part of "continuing the optimal implementation of the advanced regionalisation project", in execution of the High Royal Instructions, highlighting that they will also contribute to "answering a set of challenges related to the management of vital sectors such as the management and distribution of water, electricity, liquid sanitation, urban and inter-communal transport, and the management of development projects".
 In another context, Mr. Moro stressed that the results of the first half of the current management term are the fruit of the work of all components of the Regional Council in cooperation with the Wilaya of the region and in partnership with government sectors and their decentralised services, public institutions, territorial collectivities, civil society, and the private sector, according to a participatory approach agreed upon since the beginning of the term, to achieve the jointly set goals and achieve comprehensive, balanced, and fair regional development.
 For his part, Mr. Younes Tazi considered this session "extraordinary given its nature, the agenda it addressed, and the record of achievements that were reviewed", noting that "many honourable things have been achieved at various levels and in all provinces of the region thanks to the work of the Council and its various partners".
 The Wali stressed that "there are still stakes and expectations that require continuing work with great efficiency and the combined efforts of all stakeholders, especially the optimal implementation of the agreements approved during the Second National Conference on Advanced Regionalisation", commending in this context the work of all components of the Regional Council and the involvement of various partners, especially the provincial governors, decentralised services, and other public institutions, in achieving fair and balanced development between the provinces of the region.
 The record of work for the first half of the elective term, presented by the Director General of Services at the Regional Council, Rabie El Khamlichi, revealed that the Regional Council's contracting rate reached 70 percent of the projects set out in the Regional Development Programme, equivalent to 160 projects and 323 agreements, with a total financial envelope reaching 17.85 billion dirhams, to which the Regional Council contributes 6.26 billion dirhams.
 These projects covered the five axes of the Regional Development Programme, namely comprehensive economic development and wealth creation, territorial equity and social inclusion, cultural influence and heritage enhancement, sustainable, inclusive, and integrated development, and governance, cooperation, and territorial marketing.
 In this context, the Vice-President of the Regional Council, Taoufik El Bourch, confirmed in a statement to the Maghreb Arabe Presse (MAP) agency that the record of the Regional Council's work during half of its elective term highlights achievements made in various sectors and fields thanks to the harmonious work of the Regional Council's executive office, highlighting that the current session was also marked by moving forward in implementing the advanced regionalisation project.
