This field visit comes in implementation of the high royal directives aimed at reducing spatial disparities and improving the living conditions of citizens, by activating the city policy, where four agreements were signed with a total value of 581 million dirhams, of which the ministry mobilised 317 million dirhams.
Ms. El Mansouri confirmed, in a press statement on the occasion, that this visit "aims to accelerate the process of rehabilitating and developing rural centres and upgrading underdeveloped neighbourhoods in the region, thereby enhancing its image as spaces befitting its economic, social, and environmental potential, and meeting the aspirations of the population".
The minister considered that the agreements signed in this framework aim to "strengthen the mechanism of contracting and partnership with various local actors and stakeholders, while mobilising the necessary resources to achieve sustainable social development and improve the living environment of the population".
Ms. Fatima Ezzahra El Mansouri, accompanied by the Secretary of State for Housing, Adib Ben Ibrahim, the Wali of the Tangier-Tétouan-Al Hoceima region, Younes Tazi, and the President of the Regional Council, Omar Moro, and a number of local officials, conducted a field visit to the project for the rehabilitation of the Al-Hafeh neighbourhood and the project for the redevelopment of underdeveloped neighbourhoods at the entrance to the city of Tangier, near the high-speed train line, to assess the work completed and the remaining work.
Following this, the Minister signed a regional framework agreement in the city of Tangier, aimed at rehabilitating rural community centres in the region for the period 2025-2027, with a total cost of 420 million dirhams, including the Ministry's contribution of 210 million dirhams, while the Regional Council contributed the remaining financial envelope.
The framework agreement, which aligns with the vision for rural development, includes the development of community centres, enhanced access to basic facilities and local services, as well as the strengthening of roads and public lighting.
Ms. Fatima Ezzahra El Mansouri also signed a financing agreement targeting 26 rural centres within the first phase of the implementation of the aforementioned regional framework agreement.
In addition, an agreement was signed covering special financing for the integrated development programme of the rural centre of Zoumi in the province of Ouazzane, as a model project for the region, including financing for infrastructure reinforcement works, urban rehabilitation, and the redevelopment of 7 underdeveloped neighbourhoods, as well as the repair of local markets, and the establishment of a socio-cultural facility and a rest stop.
These emerging rural centres were selected based on a study conducted by the Ministry to identify priority emerging centres for the provinces and prefectures in the region.
In the city of Martil, a fourth agreement was signed concerning the financing of complementary works for the rehabilitation of underdeveloped neighbourhoods in the cities of Martil, M'Diq, and Fnideq, in addition to the centres of the communes of Alliyine and Belyounech. These works include the rehabilitation of neighbourhood roads, public lighting, and the development of public squares and local sports fields.
