The new year began with the "collapse" of the car parking permit system in the cities of Tangier and Casablanca due to gubernatorial decisions, amid questions about the effectiveness of the specifications adopted by municipalities regarding temporary occupation permits for public property.
After the city of Tangier, the authorities of Casablanca began to stop granting and renewing permits for guarding cars, motorcycles, and vehicles, in an attempt to find remaining solutions to confront the "chaos of car park attendants".
Civil society actors had launched virtual campaigns to confront the "encroachment of car park attendants" on public streets, especially during the summer period, when the influx to tourist areas increases the volume of these practices.
Noureddine Oudi, a civil actor in Casablanca, said that "the initiative expected to come from the Ministry of the Interior came after the matter became a rentier system and a sensitive social problem".
Oudi added to Hespress that "this situation had spiralled out of control in the city of Casablanca, especially in the summer period, when the fees began to exceed the capacity of visitors", and continued: "This decision was expected for some time after it became clear that the licensing system was a clear rentier system, and a replacement is expected to be put in place".
These gubernatorial decisions came to require a new legal status that ends the current situation. The same speaker stressed that "the future situation requires new conditions, especially the provision of car garages".
For his part, Abdelkrim Chafii, Vice President of the Moroccan Federation for Consumer Protection, believes that "the responsibility for this situation lay with the heads of the municipalities who issued these permits despite the loopholes and problems they caused for car owners".
Chafii added that at the level of the city of Agadir, civil actors are preparing to "submit a petition complaining about the existence of illogical fees at the level of Inezgane", stating: "What is happening in Tangier and Casablanca confirmed the legitimacy of our demands that territorial municipalities do not have the right to rent out public property".
The same speaker pointed out that "the municipalities were taking this step even though the area in question lacks any clear services for the benefit of car owners".
The Vice President of the Moroccan Federation for Consumer Protection stressed that "consumer advocates have raised this issue for a long time, given the multiple problems it has caused at the economic and societal level".
