3,500 families have been waiting for the delivery of their apartments for seven years

Was the Tamesna project thought out in a hurry? Since the opening of this city, several problems have erupted, arousing the grumbling of the inhabitants, starting with the absence of means of transport, the non-connection of some buildings to the sewage network and the lack of lighting in some neighbourhoods. To these dysfunctions are added problems linked this time to the date of delivery of the housing. Some real estate projects carried out within the framework of a partnership between the Al Omrane group and foreign real estate developers are in a situation of blockage, causing serious problems for the beneficiaries concerned by social products and foreign real estate development companies. This soap opera started in 2009, with the company "General Contractor". The company, which was suffering from serious financial and management problems, was unable to respect the commitments and contractual obligations with its clients, especially those relating to the delivery dates set from the fourth quarter of 2007.

The non-respect of the schedules towards the clients led to other problems, notably the delay in the payments of suppliers, the stopping of construction sites and the precautionary seizures on the assets. Indeed, Al Omrane had even withdrawn the land granted to the company, given that it had not honoured its commitments to build and deliver social housing on time. In reaction, the clients who had already paid advances of up to 48% of the total price of the sale resorted to the Ministry of Urbanism and Spatial Planning to ask for its arbitration in the conflict. Five years later, the same company is repeating the offence. But this time, it is not the only one. The Malaysian company Al Hidaya Development is also being pointed at for not having honoured its commitments. In total, there are no less than 3,500 families who are victims of this delay which has lasted more than five years, since the projects started at the end of 2009. Anxious to find a solution to this problem, the Ministry of Housing and Urban Policy, which was seized by the victim families for arbitration, mandated a mediation commission, chaired by the regional inspector of Housing, Amina Bouktab, to conduct consultations with the parties concerned in order to identify concrete proposals likely to lead to rapid and acceptable solutions by the parties in conflict. But faced with the non-respect of the commitments of the Malaysian company, Al Omrane Tamesna decided to start a legal prosecution procedure. As for the ministry, it is continuing negotiations within the framework of its status as mediator. "We are going to continue the mediation between the two parties to find a solution, because the situation of these real estate projects negatively impacts the efforts undertaken by the ministry to boost the development of the new city of Tamesna and harms its image and its attractiveness," stresses a source at Nabil Benabdellah's department. For their part, the families intend to continue their actions to find a favourable outcome to this file. In this sense, the protesters have just organised a sit-in last Wednesday in Rabat to make their voices heard. "The two companies will have to assume the consequences of their delay which has prejudiced many families. Some beneficiaries have even died while waiting for the delivery date of these apartments, while all the families have paid 60% of the value of these assets. It's scandalous!" exclaims Miloud Hachimi, president of the Tamesna Association for Development.
