The Court of Auditors acknowledged the "failure" of the plan to create new cities, namely Tamansourt, Tamesna, Khayayta, and Chrafate, after these cities were among the government initiatives aimed at easing the pressure on major cities and facing the challenges of demographic and spatial growth.
According to its annual report published on Friday, the problem with these cities begins at the level of the conception and design of the new cities, as the Court recorded that their creation took place in the absence of any consistency with the guidelines of national land use and urban planning documents, because the National Land Use Plan, issued in 2002, did not recommend the creation of new cities. Also, the Regional Land Use Plans did not take these new cities into account in their guidelines and spatial projections.
