Sidi Bennour launches a vast urban development programme which includes the improvement of basic infrastructure and equipment, as well as the generalisation of access to drinking water and electricity.

To fight against the proliferation of shanty towns, the programme of the Ministry of Housing, Urban Planning, and Spatial Planning provides for a budget of 78 million dirhams. The programme will benefit four neighbourhoods, with a population of more than 12,000 people spread over 2,517 families, or 27% of the city's inhabitants. The belt of shanty towns constitutes a challenge for the city of Sidi Bennour that must be met urgently, because 27% of the population lives in these shacks. A budget of 7 million dirhams is planned in this regard for the rehousing of 12,000 people. Should it be recalled: the same objective was planned in the "Cities without shanty towns" programme in 1995. Already, within the framework of a multi-party partnership between the Ministry of Housing and various local authorities, the rehousing of all shanty town dwellers of the El Abdi, Lfatmi, and Lkaria douars was planned for 2007. Since then, not only have the shanty towns not been eradicated, but the shacks have multiplied, with their share of precariousness and criminality. In 2008, the same project was taken up and started again in the hope that the commitments made would be respected. However, the upgrading projects of Sidi Bennour are among the most urgent to improve the living environment of the populations. The promises of local officials and elected officials have not always been translated into reality, which has fuelled a feeling of scepticism among the populations. This time, on the occasion of the royal visit, the promises were made before His Majesty the King, which makes the project owners more responsible for their commitments. Green spaces have been eaten away by multiple constructions, without any global vision of urban planning; basic infrastructure, such as roads, pipes, public gardens (only one, but in a pitiful state), etc., require urgent upgrading. The degradation of the environment (the emanations of pollution of the water tables, the destruction of green spaces... all this has reached a level such that it risks compromising in the future the implementation of any human development project. It is planned, among other things, the development of a park and a controlled landfill, the strengthening of the road network, and the creation (or rather the restoration) of a green belt. The intentions are surely good, but it is necessary in all this to determine the project owner of each site, the actors involved (from the municipality, regional and provincial councils, the State), the terms and amounts of their contributions, the timing of implementation, etc. The credibility of the local authorities is at stake. We must put an end to the scepticism of the Bennouris to obtain their adherence to the implementation of these projects.


The achievements of the INDH

During the royal visit to the city of Sidi Bennour, numerous products of income-generating activities, programmed within the framework of the INDH, and from which local cooperatives benefit, were presented. These projects notably concern the creation of a unit for artificial insemination for the benefit of cattle breeders in the Ouled Ghanem commune for 320,000 DH, the acquisition of hives for beekeeping and honey production for the benefit of the "Achifae" cooperative, at the Lâounate Centre for a sum of 241,000 DH), the acquisition for the benefit of various Azemmour associations of equipment, including three modern machines for carpentry in favour of the "Kounouz" cooperative for 377,000 DH, and the acquisition of sewing machines for the benefit of the "Annahda" association and the "Oum Rabie" cooperative for 191,000 DH.
