As an integral part of the programme contract (2010-2015) signed between the State and the National Office of Railways (ONCF), these structuring projects concern the upgrading and electrification of the Fès-Oujda railway line and the construction of an exchange hub, the second phase of the flagship project "Oujda Urba Pôle". The realisation of these various railway projects should contribute to strengthening the strategic position of the Oujda-Fès axis as a railway hub, connecting the East to the centre of the country, accompanying the growing evolution of traffic, particularly freight, following the commissioning of the Nador-Taourirt line, strengthening and modernising railway installations, standardising operations in electric traction mode, and increasing the tonnage transported by train. The project to upgrade and electrify the Fès-Oujda railway line consists of the renewal of 100 km of track (30% of the Fès-Oujda line), the electrification of the Fès-Taza line over 120 km (first stage), the strengthening of infrastructure (tunnels, bridges, technical buildings), the construction of substations, and the development of the Béni Oukil station to accommodate freight activities transferred from the Oujda station. With a total cost of 900 million dirhams, this project should generate some 800,000 working days during the construction phase, and more than 70 jobs during the operational phase. The sustained development of traffic, both for passengers and freight, also requires the relocation of industrial railway activities outside the city of Oujda and the support of the urban development of the prefecture through the creation of an exchange hub housing the new Oujda station and a multiservice centre. Endowed with a budget of 260 million dirhams, the exchange hub is part of the implementation of the integrated urban project Oujda Urba Pôle, the first phase of which, called "Green Quays", was launched in 2010 by the Sovereign. This project thus involves the construction of a new-generation passenger station capable of accommodating traffic estimated at 1.5 million passengers by 2020, compared to 800,000 currently. Mobilising investments of around 70 million DH, the future station, which will be built within 30 months, includes a passenger building (hall, commercial premises, administrative offices, ticket counters, waiting area), and exterior developments (station forecourt, car parks, four platforms). At a cost of 190 million dirhams, the multiservice centre will house, for its part, offices (4,700 m²), housing (9,300 m²), commercial premises (8,500 m²), and a hotel (4,500 m²). Oujda Urba Pôle is part of the restructuring of the Oujda city centre to provide the city with an integrated urban project, likely to mark the beginning of a new high-quality urban dynamic. It is also part of the urban restructuring strategy of the capital of the Oriental region, aiming to boost a new dynamic in the region and to highlight its attractiveness and competitiveness at the national and international level. This project will thus allow the repositioning of the city at the regional level as an urban metropolis and will contribute, in particular, to strengthening the region's potential in the fields of professional and residential real estate, hospitality, and commerce. The realisation of the "Oujda Urba Pôle" project, which covers an area of 30 hectares, is planned in four phases, the first of which is dedicated to the construction of integrated residential spaces including, in addition to residential buildings, office space and shops. The first tranche of this phase is currently being delivered. The second phase of Oujda Urba Pôle, launched today by the Sovereign, relates to the exchange hub (4.8 ha), while the other two phases of the project consist of the development of an inhabited park (16 ha) and the station district (5.6 ha). All these projects will allow the initiation of the metropolisation process through the rehabilitation of the city's urban centre, the development of a vast, well-located urban area, as well as the establishment of new public, private, and tertiary facilities that will help strengthen the city's attractiveness.
