Plea in Laâyoune for harmonisation

Participants in the communal dialogue on the organic laws of territorial collectivities, organised on Tuesday in Laâyoune, called for the harmonisation of the Communal Charter with the provisions of the new constitution. The speakers at this meeting, organised by the Moroccan Association of Presidents and Commune Councils, pleaded in favour of expanding the prerogatives of commune presidents, reforming the method of their election, and for more financial means to allow local collectivities to fully assume their mission in accordance with the new Constitution. Concerning the financing mechanisms of territorial collectivities, the participants, notably presidents of local communes falling under the regions of Laâyoune-Boujdour-Sakia El Hamra, Oued Eddahab-Lagouira, and Guelmim-Es Smara, called for revising the laws governing the distribution of revenue and credits, opening up to other credit institutions, and updating certain communal taxes in order to increase revenue. They also stressed the importance of reducing the deadlines for adopting the communal budget, limiting the payroll to less than 30% of the operating budget of territorial collectivities, and endowing the commune president with legal and financial tools in terms of collection, while taking into consideration certain specificities of the southern provinces. The participants also pleaded for the implementation of a roadmap aimed at evaluating the performance of territorial collectivities and the development of a unified guide to administrative procedures according to a participatory approach, while proposing to adopt an a posteriori control system. Organised under the theme "For organic laws strengthening decentralisation and ensuring the conditions for the development of the performance of territorial collectivities", this meeting, the second of its kind after the one held in Fes, aims to broaden the circle of consultations, deepen reflection on issues related to communal management, stimulate debate, and establish a true public opinion among elected officials, in order to develop a common vision on the legal framework managing local collectivities. The work of this meeting focused on "The Communal Charter under the 2011 Constitution", "Commune Finances", and "Mechanisms for accompanying and controlling the performance of territorial collectivities".
