The experts, academics, representatives of civil society, elected officials and representatives of the vital forces who came from five continents and met in Dakhla on 21 and 22 November 2013, recall that during the first Dakhla meeting held in October 2010, the participants had committed to actively contributing to the hybridization of expert and practitioner networks in order to respond to the challenges of globalization in various sectors (culture, industry, crafts, etc.) through a creative use of prospective intelligence.
These experts and academics noted that the objectives set by Dakhla 2010 had been achieved and that this community can be considered an international think tank that can be mobilized to address complex and operational issues according to a prospective vision. They recognize that this second meeting, which was exceptional in its scale, the richness and the diversity of the talents it mobilized, helped to shed light on the subject of the dynamics of regional integration and the foresight of territories in globalization. The meeting also confirmed the unanimous desire of the participants to envision a future of economic growth, social cohesion, security and prosperity.
They welcome, in the context of the Arab Spring, Morocco's efforts in all areas and praise the actions taken regarding economic, social, cultural and environmental human rights. They consider that the Kingdom, and in particular the Southern provinces, located at the gateway to sub-Saharan Africa, constitute a melting pot of co-development, a key geostrategic space for addressing the reality and future of development open to Africa and other regions of the world.
The experts, academics, researchers, representatives of civil society, elected officials and decision-makers from the five continents have decided to create the Open University of Dakhla, conceived as a development accelerator and a laboratory whose teachings will focus on the economy, culture and heritage of the Moroccan Southern provinces in their interaction with the rest of the world, particularly Africa. They have decided to hold periodic meetings and take appropriate initiatives for the implementation of the action plan provided for by the convention establishing the Open University of Dakhla, with a view to holding the 3rd International Dakhla Meeting in 2015. The days of 23 and 24 November were devoted to visiting the city's sectors of economic, social and cultural interest. Thus, they visited the fishing and commercial ports, the water treatment plant, the Taouta farms, the museum, the tourist site "Dakhla altitude", institutions for the disabled and the various housing construction and subdivision development sites currently underway.
