The action plan of the Urban Agency in 2015 focuses on active participation in the efforts to implement the "Tanger Métropole" programme, the contribution to the spatial upgrading of urban and rural territories through the completion of restructuring and urban integration studies of under-equipped neighbourhoods.
The board of directors of the Urban Agency of Tangier (AUT) adopted, on Monday, unanimously the moral and financial reports for the year 2014, as well as the action plan for the 2015 financial year. The Urban Agency of Tangier thus envisages, for 2015, several actions, including the completion of the coverage of the wilaya territories with urban planning documents and the promotion of the rural world, through a vast concerted programme for the urban redevelopment of agglomerations and rural centres, in order to be in tune with the growing economic dynamic generated by the establishment of large equipment and structuring projects, and uncontrolled territorial evolution.
The AUT's action plan in 2015 also focuses on active participation in the efforts to implement the "Tanger Métropole" programme, the contribution to the spatial upgrading of urban and rural territories, through the completion of restructuring and urban integration studies of under-equipped neighbourhoods, as well as the continuation of actions to implement the new orientation of the supervisory ministry relating to the adoption of the concept of electronic governance.
Speaking during the 15th edition of the board of directors of the Urban Agency, the Minister of Urban Planning and National Land Use Planning, Mohand Laenser, made it known that this meeting constituted an opportunity to orient the action of this institution, so that it can meet the expectations of citizens and accompany the development projects launched in the region. The Minister, in this context, stressed that the economic, social and territorial changes that the Tangier-Tetouan region is experiencing require the adoption of a consultation approach between the different stakeholders, aiming to meet the requirements of development and the aspirations of the local population in terms of urban planning. He thus emphasised the role that the Urban Agency of Tangier plays in the preservation of urban heritage, the facilitation of procedures for studying the different types of authorisation requests and the development of integrated programmes in rural areas, praising the efforts deployed by local actors to support the Agency's actions in the field of urban planning.
For his part, the director of the Urban Agency of Tangier, Mohammed Belbachir, highlighted the efforts deployed by the AUT during the year 2014 concerning the implementation of 21 approved urban planning documents, the monitoring, completion and revision of 32 documents, including 10 in the process of approval, and this, in application of the orientations of the supervisory ministry encouraging the adoption of an anticipatory approach to better frame the zones experiencing strong urbanisation pressures.
The official thus noted that the Agency attaches particular interest to the study of the Development Plan of the urban commune of Tangier, especially since it is a matter of endowing the territory concerned with an urban planning document that integrates and consolidates the large-scale programmes already launched or planned, noting that his institution aims to improve the quality of the urban landscape and the built environment for sustainable urban planning. In terms of urban management, the AUT was able, during 2014, to process 2,720 files for requests for authorisation to build, subdivide, create housing groups and parcel out, including 21% in rural areas, in addition to 4,159 files for construction requests in under-equipped neighbourhoods, specified Mr. Belbachir, signalling that the experience of the city of Tangier in terms of the fight against the proliferation of unregulated housing is considered "very successful", by endowing, between 2006 and 2014, several under-equipped neighbourhoods with recovery and urban integration plans and service plans. In the context of promoting investment, the official made it known that the derogation commission met four times in 2014, and examined 15 files with a rate of 67% for favourable opinions, noting that these projects concerned the equipment sectors (40%), residential projects (33%) and tourism projects (27%).
