This year, the start of the school year in the region under the Tiznit National Education delegation is marked by the implementation of the measures of the emergency plan aimed at bringing our school system out of the crisis. Indeed, several components of this reform are in the process of being realised and concern aspects that have always constituted notorious obstacles to putting our educational system on track. Starting with the creation and upgrading of school establishments, a large part of which are in a situation that leaves something to be desired, knowing that no efficient pedagogical act can be achieved in such a demotivating framework. According to the Tiznit National Education delegate, 48 primary school units under 27 rural communes are concerned by work of this kind, the amount allocated for which amounts to 5,498,100 dh. At the middle school level, the same source speaks of a budget of 2,252,880 dh, the operation of which aims at the redevelopment of classrooms under three establishments, namely the Youssef Bnou Tachafine middle schools in Merlaft, Azaïtoun in Reggada, and Moulay Rachid in Tiznit. 7 other establishments at the same level also benefit from redevelopment work, but this time it is the premises of their boarding schools that are concerned. These are the middle schools: Al Maghreb Al Arabi in the commune of Messti, Anzi in that of Anzi; Tighirt in the commune bearing the same name; Azzaytoun of Reggada; Ibno Khaldoun of Bounaâman; Al Ouahda in Tiznit; and finally the Atlas middle school in Tafraout. The cost of the consecutive work is 7,700,000 dh.
As for qualifying education, the provincial delegation cites three high schools. That of Sidi Ouagag in Aglou and Al Massira Al Khadra and Hassan 1st respectively in Tiznit and Ifni. With an amount for the redevelopment of the course premises of 936,912 dh. This is while 4 other secondary qualifying education establishments are concerned for the upgrading of their buildings housing boarding schools. This concerns two high schools in Tiznit (Ibnou Soulayman Rasmouki and El Massira Al Khadra) as well as two others: one in Aglou (Sidi Ouaggag), while the other is in Lakhssas (Sidi Ahssayn). With a total amount of 520,000 dh. In short, the total envelopes committed for all the work is 21,587,892 dh.
The emergency programme also provides for the construction of four new middle school establishments in the communes of Aït Rehka, Ouijjan, Tizoughrane, and Nabor. At a time when extension operations are affecting the Moulay Driss middle school in Ifni and the boarding school of that of Tiyoughza, requiring a total cost of 33,056,086.82 dh. The total sums committed to school infrastructure amount to 54,643,978.82 dh.
It should be known that the building and public works sector is primarily concerned by the investments devoted by the emergency programme. The other component targeted in the province relates to the encouragement of education and the fight against school dropout, the causes of which are attributed to various socio-economic factors causing dysfunctions that hinder the ambitions of schooling for children. Starting with the distribution of school bags for the benefit of underprivileged children. For this, the number of beneficiary students within the framework of the Royal initiative of one million school bags has increased. Thus, this number has tripled to reach 44,536 learners in primary education. Including 35,948 students from the rural world and 8,477 in urban areas.
During this operation, complete school kits (school bags + supplies and school books) are offered for all students enrolled in the first year of education. While in rural territories, books and supplies are provided to students from the second to the sixth year of primary school. As for students in the urban perimeter schooled at the same aforementioned levels, they are provided only with school books. As for school canteens and boarding schools providing food and lodging for students and playing a primary role in encouraging the schooling of children, their offers have densified. Abdellah Bouâarfa, provincial delegate for Education, is pleased to have reached the figure of 15,500 students benefiting from canteens. That is 500 more learners who will benefit from this service. In addition, the number of working days for canteens has gone from 70 to 90 days, while planning to reach the threshold of 180 days next year. In addition to the palpable improvement in the nutritional value of the meals offered.
In parallel, the number of scholarships granted to students has reached 4,547, of which 2,374 and 2,173 respectively are distributed among learners in primary, middle, and secondary qualifying education.
It should be noted that girls hold them in the same order of school levels: 6, 634, and 473. Knowing that these figures include the newly awarded scholarships, namely 650, of which 333 constitute full scholarships while 317 concern the right to meals. At the level of qualifying education, 661 new students have benefited from scholarships.
The other pillar component of the emergency programme is school transport. The objective is to make it an integral part of the school offer. The distance of school structures, particularly in rural areas, from the places of residence of learners makes this service essential insofar as it allows for the continuation of studies in these regions where school dropout is felt. The vehicle fleet operating in this service has been reinforced by the contribution of new vehicles within the framework of partnership with local development associations. In addition to the granting of 130 bicycles for girls schooled in rural areas. Financial support for schooling is not the least. The "Tissir" programme, which aims at the direct transfer of financial resources to poor households in exchange for keeping children in school, has benefited students from 5 school groups distributed between the two communes of Boutroche and Sidi Bouabelali, i.e., 1,509 students. The amount allocated to this operation amounts to 1,192,400 dh.
