The restoration of the Medina of Fez scrutinised

The second meeting of the Central Monitoring and Evaluation Committee (CCSE), responsible for the implementation of partnership agreements for the financing of the restoration and rehabilitation programme for historical monuments and the intervention programme in buildings threatened with ruin in the Medina of Fez, was held last Friday in Rabat.

During this meeting, the particularity of these programmes was highlighted, due to the convergence that characterises them and the integrated and global vision in perspective of the enhancement of this historical heritage, so that it fully fulfils its role as a lever for development.

This meeting was also an opportunity to review the achievements at the level of the two programmes which concern 27 historical monuments, namely the ongoing realisation of 19 monuments and the launch of 8 others.

Resolutions were also taken at the level of this programme, namely the need to double efforts with a view to the completion of the programme by the end of 2015 and the validation of the new budgetary programming with a view to supporting the pace of work, by mobilising an envelope of 139 million dirhams (MDH) for the year 2015, the source specifies.

Concerning housing threatened with ruin, the Committee stressed the interest of the new participatory approach adopted, based on the involvement of the beneficiary as the project owner. This approach is likely to increase the pace of achievements (reinforcement, demolition,...) which concerned 300 buildings at the end of 2014, notes the statement, which notes that this dynamic has allowed for the promotion of small businesses in the field and the creation of hundreds of direct and indirect jobs.

The CCSE then decided to programme the realisation of 1,000 operations in 2015, the approval of the mobilisation of the necessary credits which amount to 135 MDH for the year 2015, and the capitalisation of this pilot experience using various documentation and archiving media, in order to constitute in the future a reference for similar interventions.

The next meeting of the CCSE is scheduled for the month of March 2015, which coincides with the second anniversary of the signing of the agreements before H.M. King Mohammed VI on 4 March 2013.

It should be recalled that the total envelope devoted to these two programmes amounts to 615.5 MDH distributed between historical heritage (285.5 MDH) and housing threatened with ruin (330 MDH).
