FST of Errachidia: Something to roar with anger, to blush with shame

The public is certainly not at the end of its surprises regarding this Faculty of Sciences and Techniques of Errachidia. After the announcement of the resignation request of the new dean of the faculty, barely three months after his appointment with great fanfare, for having mentioned allergies and other private reasons, it was learned at the start of the 08/09 academic year that the delegation of signature at the financial level was cancelled by the president of the My Ismaïl University. The FSTE is therefore the only (or one of the few) university establishment(s) where the primary person in charge is deprived of the management of the "nerve of war", money. But apparently, our dean is no worse off for it. He even seems to have gained freedom of action. He must tell himself that he can no longer be blamed for anything, since he is only asking to leave. As proof, a first in the history of the faculty and undoubtedly of the Moroccan university: The holding of an establishment council (on 24 December 2008), in the absence of the absolute majority of its members (6 members in addition to the dean and his two deputies were present out of 25). This flagrant violation of the regulations of higher education establishments and the internal regulations of the faculty council itself was committed despite the warnings of some of those present.

But it must be understood that the internal regulations which provide, in such a situation, for the postponement of the meeting by 48 hours, do not effectively suit the dean's affairs (president of the council, tasked by the highest authority of the country, via a Royal Dahir, to ensure respect for and application of texts and regulations).

Indeed, the primary person in charge of the FSTE is only present at the workplace occasionally, for a few hours only and in particular to hold a meeting from time to time. The snow that does not stop falling on the heights of the Atlas and the state of the national road N°13 connecting Errachidia to Meknes only complicate the plans of the Travelling-Dean. Thus, decisions were taken in haste; and the same day, the dean left for Meknes, leaving his deputies and henchmen to implement the measures adopted in the manner of the worst dictatorships. All this has been reported to the university presidency and it seems that many links in the hierarchical chain are defective.

The latest news, which alone summarizes everything that has been said for eight months about the FSTE and its extraordinary dean, relates to an Internet site on the web. The site in question, (www.fste-umi.ma), due to the disorder that reigns there, is unworthy of a true university site. This site, however, claims to be the official portal of the FSTE. Indeed, it is on the pages of this site that the freshest information from the establishment's administration is published. Yet, the FSTE already has an official site on the web (www.fste-umi.ac.ma), initiated by a computer engineer (who was also pushed into an obscure resignation after a year of work).

But finally, nothing prevents this faculty from having two websites. It would be a sign of wealth if these two entities recognized each other and gateways were put in place. The truth is that these two products are no better than a mini-project of a first-year computer science student. The icing on the cake is the "dean's word" published on the first FSTE site.

The absentee dean, who clearly has no time to devote to his establishment, simply used the "copy-paste" method to cobble together his "word" from the site of the Faculty of Sciences of Geneva, whose Dean opens the first page with his "dean's word". Out of the 150 words in the text on the FSTE site, only five fragments of expressions, consisting of about twenty words, relate to the FSTE and Errachidia. The rest of the text, that is to say the essential and even the details, is pumped from the personal text of the Swiss dean. What should one think of it? This vile act speaks for itself. A faculty dean, who chairs a scientific commission, who decides on the advancement of teacher-researchers, who chairs the disciplinary council, chairs doctoral juries... And at the same time a plagiarist dean, incapable of writing a banal text of a few sentences.

The FSTE has once again shown innovation, but sadly, in a lamentable way, regarding illiteracy. It invents the notion of an illiterate university professor.

The dean of the FSTE has asked to leave. The teaching and administrative staff were surprised, but now they understand the reason for this haste. The administrative procedure must now be accelerated to "free" him, before the damage is too great and irrecoverable.
