The Casa Anfa project was born following the decision to relocate the activities of the old Anfa airport, thus freeing up a land reserve of more than 350 hectares in the heart of the city of Casablanca. This event offered an exceptional opportunity allowing for the realisation of a major urbanisation project for the future capable of contributing to the influence of Casablanca and raising it to the rank of major international metropolises, while responding to the internal needs of the agglomeration.
Who does what in this project?The general design of the project was the subject of an international urban planning competition which saw the participation of great professionals. This competition was won by the firm Reichen, Robert & Associés, Bernard Reichen being the laureate of the grand prize for urban planning in France in 2005. The planning approach, defined by the general design of the project, is to give birth to an "open project" in an "open space", developed in the continuity of the urban fabric. The main idea is to offer the city of Casablanca a new modern urban centrality. The challenge of the project is therefore to generate an urban offer corresponding to the needs of the city and to balance domestic and metropolitan functions by responding to a programme adapted to the scale of such a territory.
Urban planning is a continuous process, we see it through the works of André Adam or Jean Louis Cohen on Casablanca, which has an extraordinary vitality and which never ceases to grow and develop. With this Casa Anfa project, what is the vision being defended?We are integrating into this multifunctional urban project, laid out around a vast network of green spaces and endowed with good transport service, all the fundamentals of an eco-city. Casa Anfa is not a real estate project strictly speaking; it is rather a global urban operation that will allow Casablanca to be positioned as an attractive urban metropolis. Its design meets the expectations of Casablancans, through the development of a multifunctional project, formed of different neighbourhoods, laid out around a vast network of green spaces including a central park of 50 hectares. These neighbourhoods have a balanced programme including housing, offices, shops, entertainment venues, education, health, culture, sports, leisure facilities, and hotels.
Casablanca is also an economic metropolis with its banks and Casa Anfa is also the Casa Finance City project?Yes, Casa Anfa will also be endowed with an economic heart housing, notably, Casablanca Finance City, the future financial centre of Casablanca. Furthermore, to ensure continuity with the city and allow good accessibility to the site, it is planned to give this ambition of centrality a transport-heart, through the development of a hierarchical road network, connected to the current roads of the city, as well as by the service of the project by means of collective transport and in particular the tramway and the future RER. The first line of the tramway, which crosses the project, put into circulation at the end of 2012, will serve it through several stations.
Casablanca is also a factory of culture, cinema, and memory that preserves its social and economic environment. How to integrate these values relating to the social, economic, and environmental dimensions?Casa Anfa is structured around essential values giving this project a global character and an ambition to strongly impact its local, metropolitan, and regional environment. The social dimension is a first aspect of the project's values, through the creation of a destination place, unifying, open to all Casablancans, which covers a set of leisure and cultural spaces. On another level, Casa Anfa is a job-generating project, since in the long term it plans to host nearly 100,000 active people, not counting the direct and indirect jobs created throughout the development and development phase of the project. Furthermore, the construction of a new reference business district, housing Casablanca Finance City, the future financial centre of Casablanca, is certainly a carrier of economic development and international influence. Then, the planning orientations of the Casa Anfa project are in adequacy with the principles of sustainable development, which constitutes one of the essential values in the realisation of the project. In this respect, the environmental aspect is strongly present in the design of the project. This is translated firstly by the development of a vast network of green spaces representing nearly a third of the project's area, around a large metropolitan park of 50 hectares; then, the creation of a balanced multifunctional urban project, where places of life, work, and local facilities will rub shoulders, is totally in line with the spirit of eco-design and sustainable development; finally, the integration of new collective transport means and spaces dedicated to soft circulation for pedestrians and cyclists, coordinated with automobile roads, makes it possible to favour the least polluting modes of transport by ensuring an optimal modal split. Finally, the project, while taking care to preserve the memory of the site, is part of the renewal and modernisation of the urban space and will favour the establishment of a new image and a modern urban silhouette that will contribute to boosting the urban landscape of Casablanca.
What is the progress of the project?The servicing works for the first phase of the Casa Anfa urban project are finalised. The realisation of the Casa Anfa urban project went through the important stages of land mobilisation and general design. Then, the site servicing works were started for a first phase of 100 hectares. They are now finalised. A first real estate development project is under construction. Other projects will follow from the end of this year. They will be developed by partners selected by the Anfa Urbanisation and Development Agency. Concerning the implementation of Casablanca Finance City (CFC), the AUDA works in close collaboration with the MF Board, in charge of institutional promotion and steering the CFC project as a whole, for the installation of the first headquarters of national financial institutions as well as the deployment of a rental offer for international institutions.
A dedicated agency
The Anfa Urbanisation and Development Agency (AUDA) is a subsidiary of CDG Développement. Its mission is the implementation of the Casa Anfa project and it acts as general project manager to ensure the steering and coordination of the realisation of the project as a whole. In this capacity, it is in charge of land mobilisation, site servicing, the development of public spaces, and the monitoring of development operations.
