The sky is desperately blue! The rain is slow to come. The breeders of the Tiznit region are looking grim. The pastoral ranges are arid. The animals have nothing left to put under their teeth. Feeding one's livestock is a challenge, so much so that the prices of food on sale at the markets are unaffordable. The intervention of the State with the aim of relieving breeders of the financial burden by making food available to them at a lower cost through providential subsidies is most commendable! Except that, at the level of the distribution link of this operation, slips of all kinds often watch for the slightest opportunity to divert this action from its initial goal. Some in charge of purchasing, transport, and sale of these foodstuffs, in collusion with agents and auxiliaries of the authority, do not hesitate, all shame drunk, to round up more than right, their profit margins. And this to the detriment of the poor breeder collapsing under the weight of imperative and merciless daily expenses incurred for the acquisition of food for his animals, under penalty of being forced to resort to the fire sale of their herds to stop the haemorrhage of expenses. These people thus reveal themselves to be true speculators. The case of this commune in the Tafraout region where part of the food intended for its breeders flew away to land in the nomads' camp in the neighbouring commune, under the nose and beard of the authorities, is very eloquent. The illegal beneficiaries had to pay handsomely for their bags of diverted livestock feed. It is that the operation of establishing lists of herd owners does not often reflect the reality of the numbers in terms of existing animal heads. The inflation of the number of beneficiaries leaves a large margin of manoeuvre and free rein to the gluttony of speculators. Who make off with the remnants of undistributed food and sell them under the cloak on the black market at a high price. Fighting against these diversions first requires that, concerning the choice of people in charge of the transport and sale of this food, the authorities choose people recognised for their probity. Then, ensure the establishment of an exact count of the heads of livestock that must benefit from the operation. During these stages of identification of beneficiaries, their listing, and distribution, it is judicious to involve the targeted breeders or their representative associative entities in these operations, in order to better guarantee their transparency. And, it is another hitch denounced by the breeders, it is still necessary first to hasten to get the shipments of animal feed to the inhabitants in time! In some communes, this is still slow to be realised and puts the breeders penalised every day by the drought on the grill! Another hitch raised in the process by the breeders of the region, and not the least, is the quota of food reserved per head of livestock. Which is qualified as derisory; not exceeding less than 2kg. Might as well say, ironises Hassan Dabi, a breeder in the commune of Tassrirt, a homeopathic quantity intended for medical treatment... rather than to feed his livestock!
