The announcement of the new delegate for the management of urban public bus transport in the Tetouan area did not come as a surprise. After managing to eliminate its two rivals from the race during the initial stages, City bus, which presented itself as the sole candidate, succeeded in winning the final round of the tender and subsequently secured the contract as the concessionaire for this public service. According to the Tetouan town hall, the selection of City bus, which was carried out in compliance with the provisions clearly defined in the tender notice, will allow for an effective start in the field of delegated management of urban bus transport. Especially since this public service was severely affected by the strike observed nearly three months ago by employees in the public transport sector. To try to ease tensions, the municipal council decided to launch a tender, even though the delegate company had just won the contract through the same selection procedure. After studying the administrative file and the financial offer, as well as the professional capacity and experience of City bus, its managers and the members of the technical commission in charge of the file held a series of negotiation meetings during the final phase before awarding the concession rights to the Spanish company.
The Spanish company will thus ensure delegated management for a period of ten years, with the possibility of renewing the contract once for an additional period identical to the initial one.
Furthermore, the new delegate has committed, for the duration of this concession contract, to granting facilities to a certain type of user while maintaining the proposed tariffs in accordance with those set out in the specifications. During this period, City bus will be responsible for improving services and performance and increasing the bus fleet in order to expand its clientele. It must have a fleet of 100 buses, expandable to 120 units over the duration of the contract. The Spanish carrier has also committed to creating more than eight new urban lines. The current network of 17 urban lines will increase to 25, with lengths varying from 3.5 to 15 kilometres, serving a total population estimated at approximately 400,000 inhabitants. The new delegate has committed to strengthening this network with 15 other interurban lines to serve some 250,000 inhabitants. The municipal officials in charge of these files do not hide their confidence in the capabilities and experience of City bus to structure, organise, and modernise a sector in complete disarray.
