This edition is organised in coordination with the Association of Graduates of the National Institute of Archaeology in Rabat and with the participation of the Regional Directorate of Culture and the Centre for Studies and Research on Moroccan-Lusitanian Heritage, with the aim of rehabilitating the art of the Halka as a component of intangible cultural heritage in Morocco and throughout the world.
This fourth edition is marked by the participation of artistic and theatrical troupes from Arab, African and European countries. The festival's activities will take place in Sidi Bennour and Oualidia.
And since the people of Doukkala are lovers of the horse, the falcon and the sloughi, holidaymakers and visitors will be well catered for. Thus, the Chorfas Lakoussems of Ouled Frej and Ouled Aamrane will participate in this festival to illustrate this pride of theirs. In addition to these performances, colloquia relating to intangible heritage will also be organised.
The Halka is an ancient art. It is a form of popular open-air theatre. The Halka performer is a seasoned storyteller, a skilled charmer and a comedian who has mastered the techniques of farce.
The strength of the Halka storyteller comes from his ability to gather the largest possible audience. He is gifted with strong intuition, quick reflexes and great skill in bringing the show to a close to collect a little money. The spectators form a circle around the narrator out of curiosity to watch his performance. The latter moves freely in the middle of this circle to present his piece. The circle widens as the number of spectators increases.
The Halka narrator is a wandering artist who recounts events that take place in distant regions. He travels from town to town, to the weekly Souks and festivals, thus peddling all their stories and traditions which he tells to his new spectators.
The menu will be diverse to suit all tastes. Thus, the public will be able to choose and enjoy. Sidi Bennour and Oualidia will, on this occasion, become open-air theatres! Children will have their share in all of this!
On the sidelines of these activities, a conference on the theme "The Halka: paying tribute to universal human heritage" will be organised on Saturday, 14 April in Sidi Bennour. It will be hosted by specialists in popular culture, namely: Hassan Nejmi, Mohamed Lyakine, Hassan El Youssfi, Mostapha Nami, Mohamed Oueld Khattar and Aboulkacim Chebri.

4th International Halka Festival
Under the High Patronage of His Majesty King Mohammed VI, the Nass El Comedia Association is organising, in collaboration with the local authorities and the municipal councils of Sidi Bennour and Oualidia, the fourth edition of the International Halka Festival in Sidi Bennour, from 11 to 15 April.
