With the birth of the Constitutional Union party on 10 April 1983 in Casablanca, its "naming ceremony" was held two months after its founding in the capital, Rabat, after it won two out of three communes in the local elections, and added the prefecture council to them. In the following elections in 1992, it maintained the same share, but lost the prefecture council. Two years later, the party suffered a coup by members of the Youssoufia commune council against their Constitutionalist president, which led to it becoming "neutral". Nevertheless, the Constitutionalists remained at the head of the urban commune in Rabat.
