The Administrative Court of Marrakech dismissed, last Tuesday, Abdellatif Seghir, President of the Council of the Jbilat commune, affiliated with the Sidi Bouathmane circle in the Rehamna province, with all legal consequences, including the immediate execution of the ruling and charging him with the costs.
This judicial ruling was issued against the President of the Communal Council, who belongs to the Authenticity and Modernity Party, after about 17 members of the council voted during the October ordinary session to dismiss him from his duties, causing him to lose his majority, and referring this motion, submitted by 17 out of the 18 members who make up the Communal Council, to the Governor of the Rehamna province.
The same court also ruled to dismiss Abdellah Hanti, from the National Rally of Independents party, from his membership and presidency of the Ouarzazate communal council, and also ruled to dismiss Abdeljalil Roumani (Popular Movement) and Tayeb Mourad (Socialist Union) from their membership and duties as the first and third vice-presidents of the council, with all legal consequences, including the immediate execution of the ruling and charging them with the costs.
The Governor of the Ouarzazate province had submitted a request to the Administrative Court of Marrakech to dismiss the President of the Ouarzazate commune and his deputies for suspected involvement in management irregularities detected by the Ministry of the Interior.
According to available data, this concerns a series of “violations and transgressions in the field of urban planning, including the issuance of administrative certificates outside the legal framework, and water and electricity connection permits, in addition to irregularities related to public procurement.”
These irregularities were the subject of an inquiry by the Governor to the President of the commune, in addition to the accumulation of rental dues and the failure to take any serious steps to collect them. The Governor also requested the first and third vice-presidents of the Communal Council to provide urgent clarifications regarding these transgressions.
