There is intense anger among a number of education men and women in the city of Laayoune due to the distribution of land plots in a residential subdivision, which has led to an exchange of accusations and demands for an administrative and judicial investigation.
Union sources reported, in statements to the electronic newspaper Hespress, that the file of the Mabrouka subdivision belonging to the Social Works Association in Laayoune is causing anger among education men and women who are demanding the disclosure of the lists of beneficiaries of the land plots.
The same sources indicated that the number of land plots in the subdivision is about 234, while the beneficiaries have not been identified, especially in light of talk about people benefiting who have no connection to the education family and are from outside the Laayoune province.
The executive office of the Social Works Association in Laayoune did not accept the accusations made by some teachers on social media, so it resorted to the judiciary against them.
The National Union of Education - Democratic Current, through the Laayoune branch, came out to denounce the "procrastination of the Social Works Foundation in Laayoune in issuing the lists of beneficiaries of the Mabrouka subdivision plots," condemning the "language of threat practiced by the office against anyone who spoke about potential violations."
The same union indicated, on the sidelines of a meeting with the provincial director of the Ministry of National Education, Preschool and Sports in Laayoune, that "this situation is considered unclear and non-transparent, especially since the cooperative and the subdivision are in the name of the women and men of education in the province."
The provincial office of the union expressed its adherence to "applying the principle of accountability in the management and administration of the Social Works Association for Education in Laayoune, and the need to clarify all operations related to its working methods, especially the Mabrouka subdivision cooperative, which has begun to spark discussions among the women and men of education."
In contrast, the office of the Social Works Foundation in Laayoune confirmed, in a statement, that this file dates back to the year 2000, and the previous office at that time "was the one that oversaw all operations related to preparing designs, distribution, and limiting the list of beneficiaries based on a special register with individual files, which is the reference adopted by the current office in all administrative, technical, and financial procedures it has undertaken regarding the subdivision."
The same office noted that "while updating the beneficiary files inherited from the previous office before 2016, it became clear that a group of people benefited through written waivers accompanied by payment receipts for the original beneficiary, which has become an acquired right on the one hand; also, the file preparation stage required a large sum of money to pay the bare land duty and lift the precautionary seizure, which some beneficiaries were unable to do, which prompted the foundation to continue the waiver process previously in force to ensure the required procedures and preserve the subdivision on the other hand," and added: "During the extraordinary general assembly on 11/19/2023, the work on benefiting through waiver was stopped, which has continued to this day. The foundation has not recorded any waiver operation during this period."
