These projects concern agriculture, services, handicrafts, education, sport, health, and national mutual aid. They are the result of a participatory approach and consultation between all components of this provincial committee of Laâyoune, whose population is estimated at more than 200,000 inhabitants. Thus, the various stakeholders are invited to combine their efforts for the implementation of the INDH projects and the achievement of the objectives targeted by these projects.
Regarding the program to combat precariousness and exclusion, the committee has validated 14 projects with an estimated cost of more than 2.6 million DH. These projects concern the purchase of medical equipment, support for destitute patients, the equipping of a classroom for children with Down syndrome, as well as aid for people suffering from kidney failure.
Some 262 projects requiring a total budget of 97.7 million dirhams were financed within the framework of the INDH during the 2005-2011 period in the province of Laâyoune. The INDH thus contributed to the financing of said projects to the tune of 91.2 million dirhams, while other partners provided the rest of the financing, i.e., 6.4 million dirhams. These projects have benefited more than 23,750 people spread across the various urban and rural communes of Laâyoune.
Since its launch in 2005, the INDH has recorded significant results. It has ensured the realization and support of access to basic infrastructure, local services, and social facilities, the revitalization of the economic fabric through job-creating activities, social, cultural, and sports animation, and the strengthening of governance and local capacities.
The INDH constitutes a new approach marking a break with old methods. It should allow for accelerating the pace in terms of achieving human development. Thus, it can be estimated that the INDH methodology has established a true participatory democracy in which local development associations must play an institutional role.
