The Urban Agency holds its board of directors meeting

The Urban Agency of Khémisset held the proceedings of the 7th session of its board of directors last Tuesday, during which the moral and financial reports for the 2014 financial year were approved.

The Khémisset board of directors approved the Agency's moral and financial reports for the 2014 financial year, its Action Plan for 2015, as well as its three-year provisional action plan (2015-2017). The Board also gave its approval in principle for the implementation of a joint information system for the management of smart and digital cities in the province.

The director of the Khémisset Urban Agency, Nahid Hamtami, reviewed the actions undertaken by this establishment during 2014, focusing on the aspects of urban planning and territorial development, urban management and upgrading, as well as supporting the region's development dynamic. "The agency remains committed to including all its actions within the framework of a global and prospective vision contributing to the enhancement of the social and economic space, while taking into consideration local specificities and the requirements of integrated regional development," she indicated. Regarding the generalisation of coverage of centres with urban planning documents, the past year was marked by an increase in the coverage rate of urban planning documents, thus rising to 97% in 2014. Similarly, the Urban Agency launched in 2014 the development of studies relating to the Urban Travel Plan project for the city of Tiflet and Khémisset, in addition to monitoring the architectural Charters and other urban upgrading projects for the centre of Oulmès and Sidi Allal El Bahraoui. Furthermore, the Urban Agency launched, in 2013, the "e-instruction" procedure dedicated to the digital processing of applications for building, allotment and subdivision permits for all major projects in the urban commune of Tiflet. In parallel, in 2014, the agency processed a total of 21 requests, mostly relating to encroachments on public property, construction without a permit, or non-compliance with authorised plans and legislative provisions regarding urban planning. Presiding over this Board of Directors, the Minister of Urban Planning and National Territory Development, Mohand Laenser, emphasised the role of the Urban Agency, which remains a body that supports local authorities in the field of urban planning.

The role of urban agencies in the management of urban and rural space and architectural organisation through corrective and other planning and preventive interventions was also highlighted. He recalled the need for the agency to align with the new logic of intervention advocated by the supervisory department, namely its positioning as a development actor that listens to and serves environmental sensitivities, starting with the establishment of afforestation programmes that are essential for any new real estate complex. For his part, Mansour Kartah, the governor of the province, stressed the important role played by Urban Agencies in the implementation of the guidelines of the supervisory ministry, which attaches increased interest to issues of territorial development. He insisted on the need to equip the agency with appropriate instruments for the rational management of urban space within the framework of a new mode of governance allowing for better use of resources and the emergence of initiatives based on new contractual partnership processes.
