Need for the adoption of an innovative approach

Experts in Guelmim recommend the adoption of an innovative approach in the management of the budget of local authorities, the separation of political and administrative functions, and the strengthening of the management capacity of authorising officers.

University professors, experts, and officials recommended the need for the adoption of an innovative approach in the management of the budget of local authorities (CT), at the end of a study day held recently in Guelmim, on the "mechanisms and rules of management of local authorities for the consolidation of good governance, in light of the new organic laws."

During this meeting, organised by the Faculty of Legal, Economic and Social Sciences of the Ibn Zohr University of Agadir, in partnership with the Guelmim-Oued Noun region and the Provincial Council of Guelmim, the speakers highlighted the need for the separation of the political and administrative functions of local authorities and the strengthening of the management capacity of authorising officers, in light of the development of the legal centre of local authorities.

The participants emphasised the importance of implementing the attributions of local authorities, through the development of achievable programmes and strategies and the strengthening of administrative skills, in order to meet the aspirations of the population and the requirements of territorial good governance, in accordance with organic laws.

They also called for providing the means of action with a view to ensuring the implementation of the region's projects, with the possibility of overlapping its competencies with those of regional development agencies.

Furthermore, the participants noted the need to replace the concept of tutelage with that of administrative "control," and to put in place the mechanism of "assistance" which commits the representatives of the central authority to provide their support to the presidents of the territorial committees and an organising authority for the exercise of its competencies.

The recommendations also focused on the principle of separation of the functions of authorising officers and the chartered accountant, and their role in the consolidation of good governance of local authorities, by virtue of the provisions of the decree organising the public accounting of local authorities.

The participants also highlighted the importance of examining the imbalance in human resources management and the methods of studying the ineffectiveness of the policies adopted in its management, and the possible approach to modernise the training function and improve its effectiveness.

The programme for this meeting notably included scientific workshops on various subjects, such as "The administration of local authorities and the mechanisms for implementing cooperation and partnership projects," "The financial system of local authorities," "Governance rules related to the application of the principle of free management," and "Administrative and judicial control and litigation management."
