These projects are in direct line with the blessed efforts of the Sovereign for the consolidation of social action projects, the promotion of human development, and the strengthening of basic infrastructures.
H.M. the King thus proceeded to the inauguration of the Ajdir socio-sporting complex (6 MDH), a youth centre, and a local sports field in the commune of Aït Youssef Ouali (3.6 MDH), a socio-sporting complex in Hay Rabiaa in Imzouren (6 million DH), and a socio-sporting complex in Hay Al Aoual in Bni Bouayach (2 MDH), realised within the framework of a partnership between the National Initiative for Human Development and the Ministry of Youth and Sports. Similar projects are under realisation in other communes of the province. Such is the case for the projects for the upgrading of the municipal stadium and the construction of the Aït Moussa Ouamar socio-sporting complex in the commune of Imzouren, the local socio-sporting complexes of Al-Hoceima and Izemmouren, the Ajdir holiday camp, the local fields (mini-football) in Beni Hadifa and Targuist, and the Aït Fares municipal stadium in Beni Bouayach. These socio-sporting projects testify to the open and permanent character of the National Initiative for Human Development, this reign project which has seen, for the 2011-2013 period, the programming of 166 projects in Al-Hoceima, with a total budget envelope of 138.07 MDH. The INDH contributes to it up to 64.16 million DH. Benefiting more than 81,800 people, these projects are part of the four programmes of the INDH, namely the programme for the fight against poverty in rural areas, the programme for the fight against social exclusion in urban areas, the programme for the fight against precariousness, and the transversal programme. Furthermore, funds of the order of 405.97 MDH have been allocated for the implementation of the INDH territorial upgrading programme in the Al-Hoceima province (2011-2015). This programme, which concerns 26 rural communes, has as objectives the promotion of the living conditions of the inhabitants of isolated, difficult-to-access mountainous regions, the reduction of disparities in terms of access to basic infrastructures, facilities, and local services, as well as the inclusion of the targeted populations in the dynamic triggered by the INDH. The Sovereign also proceeded to the launch of the project for the construction of 315 social housing units at 250,000 DH, within the framework of the new "Sidi Abid" urban pole in Al-Hoceima, for a total investment of 77 million dirhams. This project, which will be realised within the framework of a public-private partnership on a total area of 10,000 m², notably concerns the construction of 15 apartment blocks totalling 315 housing units, two local shops, two syndicate offices, a youth centre, car parks, as well as landscaping (green spaces, pedestrian paths). Fruit of a partnership between the Al-Omrane group and the real estate company Arif Iskane, this integrated project, which will be completed within a period of 12 months, reflects the constant solicitude that His Majesty the King surrounds the middle classes and low-income households with, by allowing them to access decent housing under advantageous conditions. It will not fail to give a strong impetus to the policy of fighting against unsanitary housing, just as it will contribute to the diversification of the housing offer.
This project is an integral part of the new Sidi Abid urban pole which extends over a total area of 53 ha and will eventually house 99 lots for villas, 58 lots R+4, 179 lots R+3, 87 lots R+2, and 7 lots dedicated to social housing, as well as 30 social and economic facilities. Endowed with a budget envelope of 459 million dirhams, the new Sidi Abid urban pole will ensure, for the years to come, a balanced urbanisation that would be able to put an end to unsanitary housing, to alleviate the pressures on the city of Al-Hoceima, and above all to put on the market housing corresponding to the needs of all social strata, mainly those with average income. INDH, social housing at 250,000 DH, construction of local socio-sporting centres, so many programmes that aim to improve the living conditions of populations, the fight against poverty, precariousness, and social exclusion.
On this occasion, H.M. the King visited a space dedicated to women's cooperatives, before proceeding to the handing over, for the benefit of vegetable street vendors, of 20 three-wheeled vehicles acquired within the framework of
the INDH.
