In a context where the Casablanca-Settat region is preparing to host the 2030 World Cup, information is surfacing regarding suspicions of real estate speculation involving commune presidents and intermediaries. According to reliable sources from Hespress, these practices are allegedly orchestrated by elected officials from the provinces of Berrchid, Mediouna, and Nouacer, who have collaborated to appropriate land in subdivisions sometimes exceeding 120 hectares.
Complaints filed by small real estate investors with Mohamed Mhidia, the Wali of the region, have triggered an in-depth investigation by the authorities. This body has committed to examining the subdivision operations currently underway in a Berrchid commune, where the president is currently subject to a removal procedure at the Court of Cassation. Revelations have also highlighted an intermediary, supported by this official, who allegedly acquired more than 38 plots in strategic zones, depriving genuine real estate developers of essential opportunities.
These speculation operations do not just disrupt the market; they also harm public finances. Sources report that the fraudulent transactions evade tax obligations, leaving intermediaries, often off the tax radar, to act without regulation.
Despite a directive from the Minister of the Interior ordering the suspension of building permit issuance in exchange for the repayment of municipal debts, some elected officials continue to bypass these restrictions, thereby facilitating land acquisition. The Minister reiterated that linking permit issuance processes with debt collection is not only illegal but also unacceptable.
Faced with this rise in wild speculation, small real estate developers are requesting the intervention of the Wali to put an end to these harmful practices. They warn of the negative consequences on the real estate development of the region, particularly in areas designated for global events. They also plead for an urgent re-evaluation of development plans to ensure market balance and strengthen economic stability in these localities.
