The Regional Directorate of the CNSS Kénitra-Khémisset organised a seminar for accounting professionals on the "Tahfiz" programme.
Within the framework of the implementation of the "Tahfiz" programme, a support mechanism for employment for newly created companies and associations, the Regional Directorate of the National Social Security Fund (CNSS) Kénitra-Khémisset organised, on 17 February, a seminar for accounting professionals in the region on this new mechanism. Organised in collaboration with the National Agency for the Promotion of Employment and Skills (Anapec), the event took place at the National School of Commerce and Management (ENCG) of Kénitra.
This new programme provides, in its social component, for the State to take charge of the employer's share of contributions due to the CNSS, as well as those relating to the vocational training tax for 5 employees at most and for a duration of 24 months from the date of their recruitment. A mechanism that concerns companies and associations created between 1 January 2015 and 30 December 2019. It also provides for the exemption from income tax (IR) for these 5 employees up to a gross monthly salary of 10,000 DH.
During his introductory speech, the regional director of the CNSS Kénitra-Khémisset highlighted the general context of the implementation of "Tahfiz" and the procedures for benefiting from it. He took the opportunity to encourage the companies and associations concerned to benefit from this programme which aims at both the promotion of employment, the strengthening of the company's competitiveness and the preservation of employees' rights.
The regional director of Anapec Rabat-Kénitra, for his part, took stock of Anapec services and employment promotion measures, notably the "Tahfiz" programme which offers, within the framework of recruitment under an open-ended contract (CDI), significant advantages for newly created companies and associations. It is important to note, in this regard, that the recruitment must be carried out within the first two years from the date of creation of the company or association and that the employee must be recruited under a CDI.
For his part, the provincial director of taxes focused his intervention on the services rendered by his department for the benefit of companies, as well as the procedure to follow to benefit from the IR exemption. To this end, the company or association is required to present to the tax inspection a declaration including the list of employees benefiting from the "Tahfiz" programme, in accordance with the regulations in force. Furthermore, the president of the Association of Accounting Professionals of Kénitra took the opportunity, on behalf of his colleagues, to salute this inter-administrative synergy for the support of the company, and expressed the association's desire to fully participate in this dynamic. At the end of this meeting, the regional director of the CNSS Kénitra-Khémisset recalled the entry into force of the decision taken jointly by the Minister of Employment and Social Affairs and the Minister of Economy and Finance, concerning the remission of late penalties and social contribution collection fees. This measure, which is part of the encouragement of companies to rectify their situations with the CNSS, will last for one year and concerns arrears from 2005 and earlier.
