Reconstruction, relocation, and rehabilitation operations
The president of the parliamentary group of the Party of Progress and Socialism in the House of Representatives, Rachid Hamouni, has requested the establishment of a temporary inquiry mission on the "conditions for carrying out the relocation, reconstruction, and rehabilitation operations in the areas affected by the Al-Haouz earthquake".
In his request to the president of the parliamentary committee on finance and economic development, in accordance with Article 142 of the internal regulations of the House of Representatives, Hamouni asks her to set up this temporary inquiry mission to clarify all the questions that arise regarding the progress of the operations undertaken in the areas affected by the Al Haouz earthquake.
This temporary mission proposed by the Progress and Socialism group aims in fact to obtain answers to a set of questions and queries included in the technical sheet attached to this request and to prepare a report on this subject, specifies Hamouni.
The government has already unveiled, recalls the deputy, the details of the general program for the reconstruction and rehabilitation of the areas affected by the Al Haouz earthquake, the cost of which is estimated at 120 billion dirhams and targets 4.2 million people in 6 provinces, namely Al Haouz, Marrakech, Chichaoua, Taroudant, Ouarzazate, and Azilal, over a period of 5 years from 2024 to 2028.
Referring to the assessment of the implementation of the program's axes for the 2024 financial year, Hamouni pointed out that the total expenditure does not exceed approximately 9 billion dirhams, which confirms the stumbling blocks of this program and the financing difficulties, and their effects on the lives of many families affected by this earthquake, some of whom are still living in difficult conditions.
