Endowed with a total budget of 826 million dirhams, this programme is structured around five main axes: strengthening road, drinking water, and liquid sanitation networks; environmental protection; development of sports infrastructure and recreational spaces; promotion of cultural activities; and support for social action, notably through the rehousing of occupants of buildings threatening to collapse and those threatened by floods. The convention relating to this programme was signed by Mohand Laenser, Minister of the Interior; Mohamed Nabil Benabdellah, Minister of Housing, Urban Planning, and Urban Policy; Mohamed Ouzzine, Minister of Youth and Sports; Aziz Rabbah, Minister of Equipment and Transport; Fouad Douiri, Minister of Energy, Mines, Water, and Environment; and Mohammed Amine Sbihi, Minister of Culture. It was also signed by the High Commissioner for Water and Forests and the Fight against Desertification, Abdelaadim El Hafi; the Wali of the Oriental region, Governor of the Oujda-Angad prefecture, Mohamed Mhidia; the President of the region, Ali Belhaj; the Director of the Oriental Development Agency, Mohamed Mbarki; the President of the Urban Commune of Oujda, Omar Hjira; the President of the Oujda-Angad Prefectural Council, Lakhdar Haddouche; and the Director General of the Autonomous Intercommunal Water and Electricity Distribution Authority of Oujda, Rachid Benchikhi. This four-year programme complements a set of projects initiated in the city, notably the one relating to the strengthening of the wastewater and rainwater collection network in the North and Centre-East zone of the city of Oujda and the "Tennis" district. This project, which mobilises funds of around 95 million dirhams, consists of strengthening the C9 collector, extending the rainwater relief drain towards Oued Bouchtat (4,890 metres of pipes of various diameters), and strengthening the liquid sanitation network in the Tennis district through the installation of 3,400 m of pipes. The work planned under this project is expected to be completed in September 2013. In addition to this project is the one relating to the extension of the liquid sanitation network in the North-West and East zones of the city of Oujda (28 million dirhams). This project, already completed, involved the construction in the North-West zone of the city of Oujda of 3,250 m of liquid sanitation pipes, the construction of a pumping station in the "Toufah" district, as well as the installation, in the East zone of Oujda, of 1,970 metres of pipes. HM King Mohammed VI, may God assist him, on this occasion, launched the construction work for the access road connecting the FAR boulevard and the West bypass of the city of Oujda. Costing 65 MDH, this project aims to relieve congestion in the western part of the city, notably the Mohammed V bridge. It consists of the construction of a 2x2 lane road of 7.5 m over a length of 2.5 km with an underpass and two engineering structures. Still within the framework of strengthening the city's road infrastructure, it is worth noting the completion of the work on the fourth lane of the El Garbouz RN2 (28 MDH) and the dualisation of the West bypass of the city of Oujda over 6.5 km (64.2 MDH). These achievements will be reinforced by the strategy of strengthening and restructuring the road network of the city of Oujda and its periphery by 2020. This strategy aims to strengthen the prefecture's road connection with structuring projects, notably the Oujda-Fez motorway, the Technopole, the Sidi Moussa Lamhaya health centre, the logistics centre in Bni Oukil, and the new urban centre.
