The mystery of the “black dust” still hangs over Kenitra

The local authorities of Kenitra must pronounce themselves next week on the results of the investigation launched a month ago to identify the origin of the famous black dust, assures a source close to the file. But local associative actors do not hide their concern regarding these results. They confide that "for the moment, there is still nothing official on this affair. We have delayed a lot in announcing the results of the investigation. But the statement released by the region's Wilaya, a few days after the outbreak of the affair last February, underlines that the air quality does not pose problems in Kenitra. It also maintains that it is at the same level as the other cities in the country. Yet, the same associative voices launch, the phenomenon of pollution affects all the neighbourhoods of Kenitra. "The state of air quality in Kenitra has strongly degraded and its effects on the health of citizens are certain," maintains El Madani El Maati, advisor to the executive bureau of the Association for the Protection of the Environment. The confidences of the latter to Libé, this Monday 5 May, therefore only confirm the information that has been circulating in recent days in the region, according to which the famous black dust would still exist in Kenitra. "We still see this famous black smoke over the city. Its scale is so important that it leads one to believe that the unit that is the cause is also large," declares El Madani El Maati. The latter, who qualifies the air quality in the city of Kenitra as "bad", continues, not without anger: "In the statement released by the Wilaya, it is noted that the origin of the black dust might perhaps be due to industrial units in the industrial zone. But the fact is that it is rather the chimneys of the thermal power plant in Kenitra that reject these black fumes. And frankly, one can only ask the question: what is it exactly? And if it is not pollution, then what is it?". And the advisor to the executive bureau of the Association for the Protection of the Environment to sound the alarm: "Certainly we no longer see this black smoke during the day like before. But it is especially in the evening that this famous smoke spreads. A few days ago, there was on the side of Oued Sebou, where the thermal power plant is precisely located, a large cloud of black smoke that was emerging from it. We have, moreover, photos that attest to this observation". Questioned on the results of the investigation launched more than a month ago, Sanaâ Bouchra, head of the Regional Observatory for the Environment and Sustainable Development (OREDD), declares to Libé: "The results have just been finalised. As far as we are concerned at the OREDD, we are in the process of preparing an information day for civil society to keep it informed of the results of the investigation having been conducted by the control commission at the level of the city's industrial units as well as the results of the ministry's laboratory which, for its part, has made the evaluation of the air quality at the level of this city". The head of the OREDD will add, categorical: "According to the investigation that we conducted on the spot and which lasted more than a month, I must say that this smoke is really very attenuated. And there is no danger for the inhabitants". Interpellated also on the accusations of local associative actors who point the finger at the Kenitra thermal power plant, Sanaâ Bouchra wishes to underline: "Concerning the current stage, we have especially targeted the units of the industrial zone which are potentially suspected of having contributed to this pollution in a direct or indirect manner. Regarding the thermal power plant, it must be said that it is one of the units that we will target in a next stage. It is one of the installations that one should normally approach indirectly with the presence of experts and elements of the Royal Gendarmerie". Before concluding: "For the moment, it is still too early to foresee the transfer of the ONE thermal power plant of Kenitra. If there really is a problem, we foresee several measures that one could put in place before envisaging its relocation. For example, the installation of filters, a permanent self-monitoring system, among others". As a reminder, following a mobilisation of local associations on the problem of the "famous black smoke" that the city of Kenitra is experiencing in an interrupted manner, the local authorities had reacted. The officials of the Gharb Chrarda-Béni-Hssen Wilaya had declared that several measures have been implemented, in coordination with all actors. An action plan had even been put in place to "clear up" the ins and outs of the problem of the mysterious "black dust" that pollutes the city's air.
