Casablanca City Council: Negotiations are in full swing

The call to hold the ordinary session in April found a favourable echo among the city's councillors. It will take place this Wednesday following an agreement between the elected officials who met last Tuesday with the new Wali of the Greater Casablanca region, Mohamed Boussaid.

However, no summons had been sent to the city's councillors at the time we went to press. An attitude that speaks volumes about the state of mind prevailing within the Casablanca town hall. Indeed, many elected officials are betting on another postponement of this session.

"We believe that the April session will meet the same fate as those that preceded it since all the points of agreement between Sajid and the opposition remain in suspense," Abdelghani Marhani, a member of the said council, confided to us. According to him, neither the commissions nor the elected officials had the necessary time to examine the 17 points on the agenda, notably the three points of disagreement, namely the partnership agreement relating to the Marina project, concluded between the City Council and the Caisse de Dépôt et de Gestion, the alignment decisions for the extension of the Hachmi Filali boulevard (Ain Chock district) and several other roads, as well as the approval of the administrative accounts for the 2010 and 2011 financial years and the programming of the surplus for the 2010 financial year.

However, our source remains cautious. It does not exclude the possibility of the session being held. And for good reason: the divergence of political positions of the political components of the City Council. "It is impossible to predict the positions of one and all. These can change from one minute to the next. Especially since behind-the-scenes negotiations are in full swing. If the trend today is towards holding the session, no one knows what tomorrow will bring," they revealed to us.

In this regard, our source confided to us that Sajid and his majority are manoeuvring so that the city's elected officials abstain from voting, especially since abstention will better serve the interests of the city's mayor by allowing him to pass the administrative accounts for the 2010 and 2011 financial years without encountering opposition refusal.

Manoeuvres that do not seem to take into account the warning that the Wali of the Greater Casablanca region addressed to Mohamed Sajid against "false problems" and his call to overcome the situation of "blockage" that has hindered the work of the City Council for more than seven months.
