This plan was selected based on the required criteria, notably regarding the volume of the target population, the unemployment rate, the necessary needs in infrastructure and public services, and their complementarity with local development programmes.
At the level of the Taza municipality, the CPDH has decided to add 3 new underserved urban sectors to the Parc Afourage sector, which already benefited from the first phase (2005-2010) of the INDH.
The targeted urban sectors are: the Parc Afourage sector, including the Chlouh, Al Massira 1, Al Malha, Douar Jdid, Hay Nahda, Maimouna, Al Majazir (Abattoirs), Hay Chouhada neighbourhoods, and the Asdour 1 and 2 complexes. The Taza-Medina sector, which includes the old Medina and Al Koucha; the Al Hajra sector, including the Saada, Al Hajra 1 and 2, Laababess, and Hay Al Hassani neighbourhoods; and the Bayt Ghoulam-Rbayez sector, encompassing the Sadr, Rbayez, Sid Al Mahjoub, Kasbah Bayt Ghoulam, Al Gaada, and Feddane Ben Souad neighbourhoods.
At the level of the urban commune of Tahla, the CPDH has validated the addition of the underserved Al-Qods neighbourhood, along with the Al Amal and Al Bassatine complexes, to the Al Fath-Al Massira urban sector, which includes Hay Al Fatha, the Al Massira complex, and the Al Nahda complex.
Furthermore, the CPDH was informed of the quota for rural communes targeted by the programme to combat exclusion in rural areas at the provincial level.
Indeed, 9 new rural communes with a poverty rate ranging between 21.7% and 14.3% have been added to the 6 rural communes that already benefited from the first phase (2005-2010) of the INDH.
These are the communes of Msila, Oulad Chrif, Zerarda, Gouzate, Bab Marzouka, Traiba, Ghiata Al Gharbia, Meknassa Al Charkia, and Beni Ftah.
The rural communes already benefiting from the INDH, with a poverty rate oscillating between 20.9% and 9.3%, are Maghraoua, Al Roubea Al Fouki, Bou Iblane, Kaf Al Ghar, Brarha, and Ait Seghrouchène.

INDH Plan 2011-2015
The Provincial Committee for Human Development (CPDH) of Taza, having met recently under the chairmanship of the provincial governor, Abdelghani Sebbar, has established the plan to combat exclusion in urban and rural areas of the province for the second phase (2011-2015) of the INDH.
