Faculty of Legal, Economic and Social Sciences of Settat: Seminar on the Rule of Law and security

A seminar on the Rule of Law and security was organised on Saturday at the Faculty of Legal, Economic and Social Sciences of Settat with the participation of academics, experts, and student-researchers of the Master's in Security Sciences and Risk Management (MSGR).

The speakers during the work of this seminar, initiated by the MSGR in collaboration with the Settat Faculty, notably attempted to understand the concepts of the Rule of Law and security and reviewed their foundations as well as the hierarchy of their norms. They also highlighted the evolution of the security field, in relation to public policies, and its adaptation to social and technological changes.

The challenge of democracy, they noted, is becoming crucial and calls more than ever for staying the course regarding the respect for freedoms and the maintenance of public order in the Rule of Law. Evoking the democratic process in Morocco, speakers stressed the importance of anticipating political reforms in the country and reviewed, in this regard, the democratic advances brought about by the current Constitution.

Soumaya Akkour, professor-researcher at the Faculty, particularly stressed the interest of the chosen theme which encourages reflection on the responses provided to security issues while preserving the field of freedoms, within the framework of respecting the foundations of the Rule of Law. This is a topical theme at the regional and international levels, she added, seizing the opportunity to highlight the research effort undertaken by the student-researchers of this Master's to enrich the university library. For his part, Lahcen Dahmani, professor-researcher at the Faculty, stressed the importance of giving the floor to student-researchers in seminars, so that they are not confined to the role of consumers of culture and knowledge, welcoming, moreover, the cross-cutting perspectives, noted during the work, on the evolution of the concept of security as well as on the sovereign mission of ensuring security within the framework of the Rule of Law. The presentations made during this seminar focused in particular on "The Rule of Law: concept and foundations", "Security diagnosis, first!", "Forms of insecurity", and "Security actors in the Rule of Law, the case of the authority agent".
