The main pillars of the strategy for developing the integrated urban upgrading programme for Salé (2016-2021) were presented on Tuesday at the prefecture headquarters, during a meeting attended by all relevant stakeholders.
The Director General of the Rabat Région Aménagement company, Abderahmane Ifrassen, outlined the main objectives of the strategy for developing the prefecture's integrated urban upgrading programme during this meeting, which was chaired by the Governor of Salé. The programme aims to integrate various sectoral and local projects and programmes while securing the necessary financial resources. This programme aims to consolidate and strengthen the prefecture's infrastructure and road network, preserve green spaces, improve access to social services, promote good governance—particularly in the fields of health, youth, sport, and education—protect the city's urban fabric, enhance cultural and urban heritage, and improve economic and commercial dynamics, he explained during the meeting, which was also attended by presidents of local authorities, local government officials, civil society representatives, and heads of external services.
Mr Ifrassen presented the methodology for developing the programme in question, which is based on the creation of committees comprising representatives from the prefecture, local authorities, the Urban Agency, the development company, and relevant sectors. These committees will serve as a monitoring and evaluation tool to ensure the programme is implemented within the set deadlines. For his part, the Governor of the Salé prefecture, Abderrahmane Benali, highlighted in an address on this occasion the importance of this meeting dedicated to the development of this upgrading programme and the methodology to be adopted for sectoral programmes, which is based on a participatory approach, a precise examination of assets and constraints, and the identification of partners and funding sources.
He reviewed the achievements in terms of the province's development, which were crowned by the signing of the Salé city upgrading programme (2014-2016) in February 2014, with a budget of approximately 1.38 billion DH. Mr Benali also noted that urban planning documents were developed within the framework of a new approach based on interaction and complementarity between sectors, through urban updating and the consolidation of economic skills by creating industrial zones over large areas (380 hectares) in the Bouknadel commune. He observed that the Salé province had proceeded, by the end of 2015, to eradicate the Akrach and Kariane El Oued shanty towns and completed the first phase of the Sahb Al Qaïd shanty town.
Within the framework of developing the Salé urban upgrading programme (2016-2021), the Governor mentioned the major orientations of this programme, which focused on social, housing, urban planning, spatial development, and economic development projects.
