"Preserving the memory of Salé is everyone's duty"

Through this interview, the president of the Sala Al Moustakbal association, Moulay Ismail Alaoui, reveals the actions undertaken by his NGO to preserve the memory of Salé and its heritage.

Le Matin: Your association Sala Al Moustakbal has just launched a project to preserve memory during the "years of lead" in the city of Salé. Why choose Salé when other cities also experienced this period so badly?Moulay Ismail Alaoui.

We made this choice because we consider that Salé has a very heavy history during the years of lead. The youth of Salé who lived during this period deserve today that we give more importance to the life they led. That said, I do not deny the fact that the suffering of the youth of Salé was experienced in the same way in other regions of Morocco. In fact, what must be remembered is that the goal of our initiative is to know and understand well what happened in this city in order to ensure that this scenario does not happen again in our country. And to achieve this objective, today's young people are called upon to become aware of what their elders experienced. Indeed, the rising generations will have to be more vigilant regarding the importance of defending human rights.

What is the objective of this programme then?

The objective of this programme is to gather documents and collect testimonies and photos with a view to participating in the writing of a book on "The history of present-day Morocco". It is a book dedicated to the history of Morocco in general and that of Salé and its suburbs in particular.

In this sense, we intend to conduct research on the period from 1958 to today. We wish to gather enough elements to be able to carry out this project.

What is your view on the development of the city of Salé?

Salé is currently the second most populous city after Casablanca. This situation is the result of a significant rural exodus. I can even say that it is a city made of bits and pieces in that the development of the city has not followed any urban planning scheme. A situation that has caused an absence of global integration. Indeed, the city is composed of several juxtaposed neighbourhoods which, because of strong urban expansion, have joined together to form the city whose core remains the old Medina. The challenge today for good development of the city is to succeed in creating a sort of integrity and unity of these neighbourhoods.

In your opinion, how can this objective be achieved?

This action requires the adherence of all actors, namely territorial authorities, elected officials, civil society, and all the good will that cares about the future of this city.

It must be stressed in this sense that reflection is already underway by the concerned authorities to find the right formula for Salé to become an integrated city at the economic and urban level. I believe that this integration will have to go through the reform of urban transport in order to facilitate the connection of Salé with other neighbouring cities, notably Rabat, Témara, and Skhirat.

In your opinion, are the efforts made by local authorities sufficient to preserve the memory of this city?

The efforts made to preserve the memory of this city are never sufficient, whether they are those of local authorities, elected officials, and/or civil society. In my opinion, it is a long-term job that requires continuous efforts. Furthermore, I think that the cultural and social life of this city will have to be developed further.

What measures should be taken in the short term to safeguard the memory of this city?

To dematerialise this memory, it will be necessary to gather documents and collect testimonies in order to be able to "write" this memory.

What about heritage?

We are also committed to preserving the cultural heritage of Salé, whether it is tangible or intangible.

In this sense, we have concluded several partnerships with other associations in the city to be able to participate in the preservation of this heritage, which includes not only the walls and bastions but also Andalusian music and "Malhoune".

The city council has launched an important project aimed at the rehabilitation of the old Medina of Salé. Has your association been involved in this programme?

Of course. Our association contributed to the creation of a workshop for the preservation of this Medina, and we are, moreover, a member of it. This allows us to follow the work done closely and to give our opinion when necessary.

Created in 2004 and bringing together more than 80 members, the Sala Al Moustakbal association aims to be a force for proposal and participation aimed at contributing to the economic development of the city of Salé, through the encouragement of investment and job creation. The association also has other strings to its bow. The NGO also contributes to the promotion of social and cultural action in the city through the organisation of round tables, meetings, and colloquia on the problems the city is experiencing. Sala Al Moustakbal is also committed, with the participation of the population, to the protection of the environment and the heritage of the city of Salé. The association is also linked to various partners who support it in the implementation of these projects through partnership and cooperation agreements.
