The meeting between public and private operators was the occasion to highlight the economic potentials of the region, the opportunities for investment and employment, as well as the future prospects of a region called upon to play a leading economic role. The Minister of Employment and Vocational Training, Abdelouahed Souhail, declared on this occasion that the availability of qualified personnel constitutes a sine qua non condition for attracting investments and winning the battle of competitiveness. He, furthermore, recalled the commitment of the government to accompany major projects and works, by giving priority to participatory approaches and good governance, notably in the fields of vocational training and the management of employment policies. The minister also insisted on the necessity of reinforcing the mechanisms of social dialogue with a view to protecting the social rights of workers and guaranteeing the stability of establishments and productive units. Abdelouahed Souhail seized this occasion to call for the creation of a national employment observatory which would be tasked with defining what he called future needs and breathing new life into the labour market by widening the field of action of the ANAPEC to make it acquire a regional dimension of employment. "Today's meeting embodies the participatory approach between the public and private on one hand and the State and territorial collectivities, on the other hand, through the signing of several agreements between the ANAPEC and economic actors for the creation of 14,000 employment positions at the level of the Gharb Chrarda Beni Hssen region", he stresses by way of conclusion. For his part, Aziz Rabbah, Minister of Equipment and Transport and president of the urban commune of Kénitra, first of all, recalled the great potentials that the region abounds with, which enjoys a geostrategic position. He indicated in this regard that this part of the Kingdom had a land surplus to be valued, a significant water potential and a large unexploited coastline. He furthermore declared that the region was preparing to welcome major projects in the fields of agriculture, industry, tourism, maritime fishing and that it needed skills in various economic fields. In terms of employment, the minister presented certain proposals, among which the fact that the State and local collectivities devote a share of contracts to small businesses, more particularly in the field of subcontracting and to encourage the solidarity economy in this region in order to contribute to the absorption of unemployment in rural areas. Aziz Rabbah invited, at the end of his speech, all actors to conduct a reflection on alternative financing modes. The Minister of Industry, Trade and New Technologies, Abdelkader Amara expressed in an address, read in his name by the secretary general of the ministry, the entire willingness of his department to contribute actively to the creation of wealth at the level of the region which, he says, despite its assets, only hosts 3% of national industrial activity and only represents 2% of turnover. He, subsequently, presented to the audience the broad lines of the National Pact for Industrial Emergence which aims, through the coordination of the actions of the State and economic operators, to build a strong industrial sector and to create a virtuous circle of growth. A plan which devotes, furthermore, the democratic principles of dialogue and transparency, the importance of human resources and the social responsibility of companies. In the same vein, Driss Khazani, Wali of the Ghrab Chrarda Beni Hssen region, governor of the Kénitra province, put the accent on the administrative facilities and fiscal advantages from which investors in the Atlantic Free Zone will benefit. The president of the council of the Gharb Chrarda Beni Hssen region, for his part, put his finger on the dysfunctions from which a region suffers that does not manage to get rid of the paradox which consists of having at the same time enormous assets and indices of extreme poverty. He recalled in this regard the closure of several industrial units during these last years. The president of the council of the Gharb Chrarda Beni Hssen region concluded his speech by expressing the wish that the region could benefit from major national economic plans such as "Halieutis" or "Digital Morocco".
For his part, Kamal Hafid, director general of the ANAPEC highlighted the various programmes of his department to encourage employment and promote investment. He furthermore revealed that the Gharb Chrarda region occupied the 4th place at the national level for recruitment needs with 14,027 employment positions.
Investments made and to come
The Gharb Chrarda Beni Hssen region benefited, within the framework of the National Pact for Industrial Emergence, from the creation of an integrated industrial platform (PII), Atlantic Free Zone, dedicated to the automotive industry. This major structuring project, whose work was launched by H.M. King Mohammed VI, aims at the creation of 30,000 jobs by 2020 and the realisation of a total investment of 15 billion dirhams.
The opportunities for insertion in the short and medium term at the level of the Gharb Chrarda Beni Hssen region are estimated at some 1,763 offers for the next two quarters, 2,584 by the end of 2012 and 2,813 needs over the next 3 semesters.
