Hespress has learned from informed sources that a letter from the Director of Services at the Commune of Berrechid to Tarik El Kadiri, President of the Communal Council, announced an administrative rebellion within the services and facilities of the commune under the jurisdiction of the province of Berrechid.
The same sources indicated that the Director of Services at the Commune of Berrechid conveyed to the Istiqlal President what he considered difficulties hindering the normal functioning of the communal service and preventing it from fulfilling its commitments, whether towards users or other administrations and bodies.
Abdelilah El Hamdi, Director of Services at the Commune of Berrechid, listed in his written correspondence, which Hespress has seen, the irregularities recorded in the management of communal services.
El Hamdi pointed out the refusal of a number of employees to receive mail addressed to them from the Directorate of Services, especially the private secretariat of the Commune President, the financial resources department, and the legal affairs department, as well as indiscipline regarding working hours, despite the use of attendance sheets, with some refusing to sign them, in addition to signing for absent colleagues. This is in addition to the non-execution of memos issued by the President or the Director, and their frequent refusal.
The aforementioned official warned of a climate of disrespect for administrative hierarchy due to the weakness of department and section heads, as well as the Director of Services, in exercising their powers, particularly the failure to take administrative and legal action against those who violate work regulations, defying the aforementioned officials and confident that they will not face any of the prescribed penalties. He cited the case of a public health office employee who stopped working, with the communal phone being switched off and the keys to the ambulance retained, where the Director of Services' correspondence regarding this matter was not responded to, despite the preparation of legal action documents by the Human Resources department, as the Commune President did not sign the action, which constitutes a clear blow to the credibility and authority of the administration.
The same source stated that the aforementioned incident inspired other employees, as another driver failed to perform his duty, forcing a patient to take a private ambulance despite having paid the service fee to the commune.
He stressed the refusal of the President's private secretariat to receive files, complaints, correspondence, and mail in general, which caused significant confusion at the level of communal services, especially the registry office, for fear of documents being lost or not kept, and wasting time at the expense of the rights of the commune and its users.
The Director of Services at the Commune of Berrechid criticised the issuance of organisational or assignment memos to employees without his knowledge or even consultation, considering this situation, while it absolves him of responsibility, an indication of a lack of trust in him or his capabilities.
It is worth noting that dozens of employees from the external and administrative services of the Commune of Berrechid were surprised by the non-payment of compensation for arduous and unhealthy work for the past December (2024), ranging from 600 to 750 dirhams depending on seniority and promotions, with the reasons and circumstances for the deprivation of most employees ranked from administrative scales 6 to 9, despite the tasks they perform at various administrative levels, remaining unknown.
