» The lists of beneficiaries of Ramadan aid were limited to the names of widows, the destitute, and people with disabilities, chosen by the authority agent. This agent has the right to review these lists, cross out deceased beneficiaries, and replace them with others from among the vulnerable. All of this is under the supervision of the Caid, head of the administrative annex. However, this process has begun to be marred by methods of deception, evasion, fraud, and impersonation of a needy citizen, and so on, with fraudulent methods used so that friends and family can benefit from this aid.
