The field visit, which is part of the implementation of the Royal High Instructions aimed at reducing territorial disparities and improving the living conditions of citizens, through the implementation of city policy, was marked by the signing of four agreements for a total budget of 581 million dirhams (MDH), of which 317 MDH were mobilised by the ministry.
In a statement to the press on this occasion, Ms. El Mansouri indicated that this visit aims to accelerate the upgrading and development of rural centres, as well as the urban qualification of under-equipped neighbourhoods in the region, with the goal of giving them an image worthy of their economic, social, and environmental potential and better meeting the expectations of the inhabitants.
She further explained that the agreements signed in this regard “aim to strengthen the mechanism of contractualisation and partnership with the various local actors and stakeholders, while mobilising the necessary resources to achieve sustainable social development and a better living environment for the population”.
Ms. El Mansouri, accompanied by the Secretary of State for Housing, Adib Benbrahim, the Wali of the Tanger-Tétouan-Al Hoceima region, Younès Tazi, the President of the Regional Council, Omar Moro, and a number of local officials, thus enquired in Tangier about the progress of the Hafa neighbourhood development project and the upgrading project for under-equipped neighbourhoods at the entrance to the city, near the high-speed line (LGV).
The minister subsequently proceeded to sign a regional framework agreement for the upgrading of rural commune centres in the region, covering the period 2025-2027, for a total cost of 420 MDH, of which 210 MDH were mobilised by the ministry and 210 MDH by the Regional Council.
This framework agreement, which follows the vision targeting the development of rural areas, concerns the development of the centres of these communes, the strengthening of access to basic facilities and local services, and the improvement of roads and public lighting.
Ms. El Mansouri also signed a specific financing agreement targeting 26 rural centres, as part of the first phase of the operationalisation of the regional framework agreement.
The minister also signed a financing agreement dedicated to the Integrated Development Programme of CREM Zoumi, in the province of Ouezzane, a pilot project for the region. This agreement aims to finance the work to strengthen infrastructure, urban upgrading, and the rehabilitation of 7 under-equipped neighbourhoods, the rehabilitation of local markets, as well as the creation of a socio-cultural facility and a roadside rest area.
The selection of emerging rural centres was based on a study carried out by the ministry, which identified priority emerging centres for the prefectures and provinces of the region.
In the city of Martil, Ms. El Mansouri signed a fourth agreement on the financing of complementary work for the urban qualification of under-equipped neighbourhoods in the cities of Martil, M’diq, Fnideq, in addition to the centres of the communes of Allyene and Belyounech. This work concerns neighbourhood roads, public lighting, as well as the development of public squares and local sports fields.
