This meeting was held under the chairmanship of Mr. Khatib El Hebil, Wali of the Oriental region and Governor of the Oujda-Angad prefecture, and in the presence of the majority of the members of the Board of Directors.
In a speech on the occasion, the Wali of the Oriental region emphasized the pivotal role played by the Regional Investment Centre in strengthening the investment dynamic in the Oriental region, in implementation of the high directives of His Majesty King Mohammed VI, stressing the need to intensify efforts to support the national economy and accelerate the pace of economic recovery through the launch of ambitious investment projects that contribute to creating wealth and providing sustainable job opportunities.
Mr. Khatib El Hebil recalled the challenges facing the labour market in the region, especially the effects of climate change, calling for coordinating efforts between the various actors to overcome the obstacles that limit the attraction of investments.
Despite the efforts made, the Wali confirmed that the pace of implementation of the investment projects approved by the Unified Regional Investment Commission during the 2023-2024 period is still below the expectations for the development of the region, given the qualifications and infrastructure it possesses that allow for receiving investments, led by the Nador West Med port.
The Wali stressed the need to set comprehensive and integrated development goals covering the short, medium, and long term, ensuring the achievement of territorial integration and enhancing the position of the Oriental region as a leading economic and development hub.
In this context, the Wali presented the broad outlines of the 2025 forecast action plan, which included main axes such as strengthening the centre's structures, supporting entrepreneurship, accompanying small and medium-sized enterprises, improving the business climate, digitizing services, and developing the regional territorial offer, in addition to stimulating sustainable development and territorial intelligence.
In this regard, the Wali called for activating the recommendations resulting from the National Conference on Advanced Regionalization, and enhancing the territorial attractiveness of the Oriental region through productive investment, upgrading digital administration, and improving water governance.
After that, the floor was given to Mr. Rachid Rami, Acting Director General of the Regional Investment Centre of the Oriental region, who reviewed the centre's strategic proposals, which include the centre's 2025 action plan, the 2025 budget project, the acquisition of property to build a new annex in the city of Nador, and the adjustment of the status of the centre's employees.
The presentation included basic axes aimed at creating an integrated investment environment based on a clear vision open to various sectors, in line with the region's ambitions and the strategy of the Ministry of Investment, Convergence and Evaluation of Public Policies related to the strategic alignment of Regional Investment Centres as well as various national development programs.
The meeting was marked by fruitful discussions between the members of the Council, which focused on ways to attract major investments with a tangible economic and social impact, in addition to addressing the challenges facing the implementation of investment projects.
At the end of the meeting, the Council approved all the items on the agenda related to the centre's action plan and its 2025 budget project.
