"Administrative and financial management in the light of organic laws relating to territorial collectivities" is the theme of a meeting organised, on Monday in Laâyoune, at the initiative of the Regional Council of Laâyoune-Sakia El Hamra.
Organised in coordination with the General Directorate of Territorial Collectivities, this meeting is part of the concretisation and support of the reforms of the legal arsenal relating to territorial collectivities both at the level of management mechanisms and that of the strengthening of human and financial resources.
Speaking on this occasion, the Vice-President of the region, Blahi Abad, stressed that this meeting aims to strengthen the skills of elected officials and territorial executives to contribute effectively to the management of local affairs, raise their performance and ensure the success of the reform process, noting that the legislator has delegated to the Regional Council the mission of promoting the integrated and sustainable development of the region and improving the managerial capacities of its human resources.
This meeting, which is part of the Ministry of the Interior's opening up to its environment through the involvement of the various actors concerned, also sets itself the objective of strengthening communication channels between the various actors at the central and local level and of establishing a culture of management based on a participatory approach and constructive dialogue to implement the mechanisms of good governance, support the decentralisation process, meet development challenges and answer questions and constraints related to the effective application of the organic laws of territorial collectivities.
This day was an opportunity to debate a number of themes related to the management of territorial collectivities, in particular "Territorial collectivities in the light of the 2011 constitution", "The general and practical framework for public procurement in territorial collectivities", "Financial management of territorial collectivities" and "The role of Walis and governors in the administrative control of territorial collectivities"..
