In a speech on the occasion, the Wali of the Fez-Meknes region and Governor of the Fez prefecture, Mouaad Jamai, said that this meeting is a favourable opportunity for the various territorial actors and stakeholders in this region to open a serious and responsible debate, aimed at conducting an objective assessment of the results of implementing the advanced regionalisation project in the economic, social, cultural, and environmental fields.
In this regard, Mr. Jamai recalled the objectives of advanced regionalisation, which aims, in its most important dimensions and goals, to consolidate territorial governance, strengthen the policy of proximity with the citizen, and activate integrated and sustainable regional development.
The Wali of the region called, through the preparation for the work of the National Conference on Advanced Regionalisation, for the need to keep in mind the strategic dimension of the development stakes and challenges posed at this stage, in their regional, national, and international contexts.
He pointed out that the regional meeting is considered a proposal force and a participatory mechanism par excellence to assess the level of implementation and practice of the advanced regionalisation experience, with the aim of innovating mechanisms and measures to overcome them in the future.
For his part, the President of the Fez-Meknes Regional Council, Abdelouahed El Ansari, confirmed that the National Conference comes within the context of the economic, social, and cultural transformations that the Kingdom is witnessing, stressing that the High Directives of His Majesty King Mohammed VI have consistently made the advanced regionalisation project a fundamental pillar of the institutional construction of the State, as a strategic choice and a modern model in consolidating Morocco's development path.
He continued that the conference will constitute a real opportunity for the concerned actors to deepen the discussion on the major files related to the implementation of advanced regionalisation, in parallel with the challenges facing the Kingdom in a world full of major transformations and changes.
In this regard, the President of the Region recalled the conclusions that emerged from the organisation of the first National Conference in the city of Agadir in December 2019, where it emphasised the adoption of the guiding framework related to activating the region's exercise of its own and shared competencies. A set of important recommendations was also issued, which formed a roadmap for continuing the most effective implementation of advanced regionalisation, which the public authorities, led by the Ministry of the Interior, have worked to implement over the past five years.
The meeting was attended by a number of officials, including governors of the provinces and prefectures of the region, members of the Fez-Meknes Regional Council, presidents of local authority councils, presidents of prefecture and provincial councils, presidents of professional chambers, and representatives of external and deconcentrated services.
It is noteworthy that the second edition of the National Conference on Advanced Regionalisation, organised under the High Patronage of His Majesty King Mohammed VI, on the initiative of the Ministry of the Interior and in partnership with the Association of Regions of Morocco, aims to evaluate the achievements made and exchange best practices.
