Casablanca – The National Commission for the Control of Personal Data Protection organised a national conference in Casablanca on Tuesday on the protection of personal data in the service of compulsory basic health insurance.
This conference, organised in collaboration with the National Social Security Fund (CNSS) under the theme "Protection of personal data in the service of compulsory basic health insurance", is part of Data Protection and Privacy Week. The event coincides with the celebration of World Data Privacy Day, observed on 28 January each year, and the 15th anniversary of the implementation of Law No. 08-09, which is the cornerstone of personal data regulation in Morocco.
The event brought together experts and officials from both institutions and civil society actors to discuss issues related to the security and confidentiality of personal data, particularly in the field of compulsory basic health insurance, while emphasising the need to enhance transparency and the trust of policyholders, especially in the face of escalating cyber-attacks.
The president of the National Commission for the Control of Personal Data Protection, Omar Seghrouchni, stressed in a speech on this occasion the vital importance of protecting personal data, especially in the health sector, as a fundamental pillar of public governance. He emphasised that data protection goes beyond its legal dimension and plays a strategic role in information management in the face of cyber threats.
According to Mr. Seghrouchni, data management in sensitive sectors such as compulsory basic health insurance requires special attention and a framework of flexible and seamless cooperation, both with the CNSS and with public and private stakeholders, in order to counter increasing risks and keep pace with the evolution of new technologies.
He stressed that "data protection is a shared responsibility between the state, companies, and citizens."
For his part, the Director General of the CNSS, Hassan Boubrik, affirmed the Fund's commitment to ensuring the security of its policyholders' personal data. "The protection of policyholders' data is an absolute priority for the CNSS, as it forms the basis of trust between citizens and the health system."
Mr. Boubrik confirmed that the CNSS implements strict security measures to ensure the protection of all data collected within the framework of compulsory basic health insurance in accordance with current standards, adding that "the use of advanced technology and transparent processes enables us to meet the growing challenges related to data security in an increasingly interconnected digital world."
On the same occasion, the Director of Compliance at the CNSS, Abdelkrim Draag, provided a detailed overview of the support provided by the National Commission for the Control of Personal Data Protection, in accordance with Law 08-09, within the framework of the "Data Trust" partnership, signed on 6 January 2022, which aims to enhance data protection.
Mr. Draag presented the results and impact of compliance, particularly the improvement of policyholders' trust regarding the processing of their personal data and the exercise of their rights, as well as the formalisation of personal data protection measures and the training of over 4,000 internal employees.
He added that 63% of partners in the CNSS system have signed a compliance commitment with Law 08-09.
The conference also provided an opportunity to discuss the technological and legal challenges associated with data management in compulsory basic health insurance, and best practices for ensuring optimal security in the face of increasing risks.
