Controversy grows around financial management

The tug-of-war between the PAM and the PJD is still on the agenda. The confrontation between the two parties in Parliament has landed, this time, at the Yaacoub Al Mansour district council, whose presidency is held by Hakim Benchemach. The local secretariat of the PJD recently published a press release, through which it denounces what it considers to be irregularities in the management of the district by its president. Concretely, the PJD members have strongly pointed the finger at Hakim Benchemach, who according to them, has not fulfilled any of the promises made to the commune's population. And for good reason, "he is unaware of the particularity of the district including its priority needs," the press release argues. On this aspect, the PJD elected officials were firm. "The president of the district does not have any competence in terms of management allowing him to occupy this position and to exercise the missions that result from it, in particular, the implementation of a global vision for local development," one reads in the press release.

Concretely, the avalanche of criticism has notably concerned the financial management of the district, which in the eyes of the PJD elected officials, would be irresponsible and lack transparency. In this order of ideas, they point to the anarchy characterising the expenses, especially since these remain without effect on the ground. The volume of expenses far exceeds the meagre achievements that do not meet the population's expectations, indicates the same source. Furthermore, the PJD members also pinned Hakim Benchemach on what they think is his inability to implement a participatory approach between the components of the district council. For them, the president excludes the opposition sitting on the council both at the level of the commissions and in the preparation of programmes.

In light of this observation, the local secretariat of the PJD calls on the Ministry of the Interior to proceed with an audit of the district's administrative account for 2012. Faced with these accusations, Hakim Benchemach adopts a serene attitude. Contacted by Le Matin, he was categorical. "To highlight all these accusations, I ask them to provide a single material proof of these irregularities," he affirmed before adding that the law must be respected, in particular, the sacrosanct principle that the burden of proof lies with the one who complains.

Hakim Benchemach went even further. He made all the necessary documents (accounting and financial) available to all the PJD elected officials, except that the latter had categorically refused to seize them, still according to Benchemach. In any case, the latter challenges the PJD members to be able to ask the Ministry of the Interior to send an inspection team to the district or to call on the Regional Court of Auditors. Hakim Benchemach remains convinced that all the accusations made against him are only political posturing, which has moved to the district level. "The PJD's criticisms are meaningless and all the elected officials are witnesses to the extreme degree of transparency in terms of the district's management," he retorted while challenging the local secretariat of the Party of the Lamp to prove the validity of all its allegations.

Several projects have been realised for the benefit of the district's population. Thus, in partnership with the various actors (INDH, Regional Council, Ministry of Youth and Sports), several complexes have been set up. These include, among others, the large Al Amal social complex, which was inaugurated by the Sovereign, the centre for the fight against drug addiction, as well as several local sports fields for young people.

What about your priorities?

As soon as I was elected head of the district, the Council focused on organising two study days by calling on all the components of the district, including the associative fabric, which includes nearly 200 associations. The objective was to establish a diagnosis that would serve as a basis for our actions. The recommendations resulting from this diagnosis were a reference for our work. Thus, among the district's priorities was public lighting, which was a major concern for the population. This lighting problem required nearly 9 million centimes just for maintenance. In addition to public lighting, the district also mobilised for the multiplication of green spaces. The promotion of cultural programmes is not left out.

How do you perceive the informal trade that continues to proliferateat the level of the district's neighbourhoods?

Informal trade at the district level is a complicated affair. It remains linked to other structural problems, notably the shanty towns. Indeed, a significant percentage of these vendors come from the shanty towns. So the two phenomena are linked to each other. Moreover, the role of the district council to regulate the sector remains very limited compared to the responsibility of the authorities. These have the required skills to intervene in this area. Except that the lack of control lets things amplify.

What about the district's endowment?

The district's endowment was brought from 2 to 5 million DH. And this, with the advent of the current mayor of Rabat, Fathallah Oulalou. Before, the district was punished politically because of the disputes between its former president and the former mayor of the capital. Given the specificity of the district, notably its density with 290,000 inhabitants, the endowment granted remains largely insufficient. Despite this, we try to manage things within the limit of the possible.
