The particular attention paid to people with specific needs reflects the royal will to make them benefit from an adapted educational and pedagogical framework that paves the way for perfect autonomy and effective participation in social life. H.M. King Mohammed VI has constantly surrounded children in situations of disability or maladjustment with His High Solicitude, by making available to them all the means allowing them better insertion into the educational system, the social fabric, and professional life. The examples of this royal High Solicitude are numerous. The inauguration by H.M. the King of the medico-social complex in Fnideq and the regional rehabilitation centre for the motor-disabled in Tetouan is part of the Programme to fight against precariousness and social exclusion at the regional level, intended to fill the deficit in reception structures for people with specific needs. The ambition is to help the targeted categories, to accompany them to overcome their disability situation, and to ensure them the necessary medical assistance with a view to facilitating their social insertion. The royal initiative is part of the integrated, balanced, and inclusive development programme that will allow the city of Tetouan to rise to the level of major international metropolises. The entirety of this development plan is spread over a period of five years, from 2014 to 2018, and represents nearly 5.5 billion dirhams of investments. It must be stressed in this context that many projects are carried out, in accordance with the royal High Directives, in favour of this social category, which can now benefit from a dignified, complete, and successful insertion into society, through school support and psychosocial enrichment, training and qualification services, medical and socio-educational supervision adapted to people with physical or mental deficiencies, in addition to the promotion of disability sports by making available to them sports structures that are adapted to them. The various medical centres and centres for the care of disabled people, inaugurated by the Sovereign in different cities of the Kingdom, have the objectives of detecting disabilities, providing care, and rehabilitating for better adaptation of the disabled person to their environment. These centres, considered as medico-educational, social, and professional spaces, contribute to the development of skills and expertise capable of ensuring the socio-educational and professional insertion of the beneficiaries, within the framework of a partnership approach between the various stakeholders. Their main missions focus on the prevention and early care of disability (medical and educational care), social care for children in situations of disability, family accompaniment, vocational training, and social insertion. These spaces thus present themselves as multifunctional structures organised into four functional poles, namely the medico-social pole, the socio-educational pole, the vocational training and socio-professional insertion pole, and the sports pole. These projects confirm in a striking way the Kingdom's attachment to the noble values of solidarity and the unwavering determination of the Sovereign to ensure equal opportunities for all, particularly for people with specific needs. Fighting all forms of exclusion and marginalisation. School support, training and qualification services, medical and socio-educational supervision, and the promotion of activities and sports structures adapted to the situation of people with specific needs are all actions that denote the social and humanistic fibre of H.M. the King. This particular interest confirms in a striking way the Sovereign's attachment to the noble values of solidarity and His Majesty's unwavering determination to ensure equal opportunities for all, particularly people with specific needs. It also reflects the royal will to fight all forms of exclusion and marginalisation of which people in situations of disability, in particular, could be victims, and to strengthen the manifestations of social mutual aid. By ratifying the international convention and the protocol relating to the rights of disabled people, Morocco has made significant progress allowing these people access to education, social services, and the job market.
The promotion of the health sector as a societal project
H.M. the King has made the promotion of the health sector a societal project, inscribing it among the country's major essential projects and making it one of the major pillars for the consolidation of real, committed, and participatory citizenship, in dignity and for the realisation of global and integrated human development. Thanks to the tireless efforts of the Sovereign, the health sector in Morocco has experienced achievements as important as they are varied, including in particular the establishment of numerous general and specialised hospital establishments, civil and military, as well as local centres. Health services have developed and strengthened in the rural world, within the framework of an action plan dedicated to the populations of isolated regions. The country also saw the launch of the risk-free maternity programme, the national immunisation programme, the supply and reduction of drug prices, while encouraging the use of generics and ensuring the health of people with specific needs. In the same context, a compulsory health insurance system (AMO) was put in place, in addition to the medical assistance scheme Ramed, which is based on the principle of solidarity, in favour of the destitute.
