A construction site where corruption is rampant

The Wali of the Cherarda Bni Hssen region, Driss Khezzani, recently set up a commission of inquiry into the involvement of authority agents and elected officials in the commune of Sidi Taybi in corruption cases related to the distribution of collective lands and compensation granted to beneficiaries. The violations relate to the lists, the beneficiaries, and the amounts granted. There are many victims. Amina Sadiq is one of them.

She is still knocking on every door, but no one wants to hear her. From the commune of Sidi Taybi to the province of Kenitra, she has not stopped filing her case and pleading her cause. Her main grievance remains the recovery of her plot of land confiscated by the Caid of Sidi Taybi, a village located about fifteen kilometres from Kenitra. How did this happen? In 1997, Amina, who is married to a Moroccan living abroad, acquired a 100 m2 plot of land. She wanted to be her brother's neighbour. The deed of sale was legalised in the commune of Sidi Taybi and duly signed by its vice-president at the time. While her brother was able to obtain a building permit, a process known to the inhabitants of this village, Amina Sadiq and her husband hoped to follow the same procedure. In vain. In the meantime, she had put up a fence to demarcate her plot. The infamous Caid of Sidi Taybi had another scheme. He had decided to grant the plot to another woman. And, according to the person concerned, he launched a series of threats and intimidation. The regional and national press, as well as the Moroccan League for Citizenship and Human Rights, had reported at the time a scene where the Caid had subjected this diabetic lady and her sister-in-law to the worst treatment. Her "notoriety" meant that the administrators of the Idrissi Hospital in Kenitra refused to admit Amina and her pregnant sister-in-law after they fell ill due to the violence of the said Caid. "When I complained to the former Wali of the region, he ordered the Caid and the president of the commune to resolve the problem, but once the Wali was transferred to Meknes, the vile manoeuvres resumed," indicated Amina. She added: "What I want to understand is why construction was authorised for everyone who bought land like me, while the Caid and the president of the commune want to deprive me of it. I am convinced that they want to take my plot."
