The Casablanca City Council voted on 24 July to terminate the contract of Casa-Park, the manager of paid parking spaces in the Roches Noires commune. Despite the almost unanimous agreement of the councillors, this subject sparked a lively debate within the council. "Casa-Park must first pay the late fees," shouted one of the elected officials. According to a well-informed source within the City Council, the delegated manager pays the annual fees at the end of each financial year and has no financial dispute with the Urban Commune of Casablanca (CUC). "The Casa-Park contract was supposed to end in July 2013; it was extended until December of the same year. Thus, we received payment for the entire last year," explains another source. Nevertheless, it should be remembered that an exceptional extension was granted to Casa-Park until March 2014 due to the delay in the call for tenders relating to this concession. "The urban commune had already sent information and reminder letters to Casa-Park on 9 January and 28 February 2013 regarding the termination of the management contract. It will proceed in the same way to claim the dues for the 2014 financial year," we learn from the CUC. The same source adds that the urban commune tried in vain to renew the operating contract for the paid parking zones of the Roches Noires commune with the current concessionaire: "We wanted to renew the Casa-Park concession under the same conditions concluded with Pag Parking, the other paid parking manager in Casablanca, but this attempt did not succeed. Today, we are working on launching a call for tenders to choose a new concessionaire." No date has yet been set for the launch of said call for tenders. A source close to the file states that the legal and financial provisions of the new version of the specifications are being approved by the economic affairs division. The new call for tenders could be launched in the coming weeks. This approach would allow for the creation of new paid parking zones and, in fact, increase the city's revenue. A well-informed source within the City Council declares that the new parking specifications present several advantages compared to the previous one. Motorists have 15 additional minutes after the parking time expires, and the installation of the wheel clamp will be subject to a report by an administrative police officer. Let us also recall that the City Council sets the minimum price for each parking space at 1,300 DH per year. Based on this, it will choose the new concessionaire. Meagre fees: Casa-Park has operated the paid parking zones in Roches Noires since 1993, under a 5-year contract renewable by tacit agreement. Its contract has been renewed twice. The company has been operating since 2008 thanks to extensions granted by the Urban Commune of Casablanca (CUC). However, the fees paid by Casa-Park are not up to the commune's expectations. Indeed, this subsidiary of Altair-Holding initially paid an annual amount of 10,000 DH per parking meter. The annual fee was then modified to 10% of its turnover, i.e., 55 DH per space. But this amount is still insignificant compared to the profits that paid parking can bring to the CUC.
