A kind of upgrade carried out by the delegated manager in charge of waste collection, Sita El Beida, which is part of the implementation of the clauses contained in the delegated management contract. Indeed, this contract stipulates that the delegated company must renovate part of its fleet, starting from the fourth year of operation. "This operation aims to raise the level of the cleanliness sector within the province, through the strengthening of the fleet with conventional trucks and other brand-new machinery, intended for waste collection through the alleys and in neighbourhoods inaccessible to large vehicles," it is indicated at the level of the Nouaceur province. With an investment of nearly 4.1 million dirhams, this upgrade consists of the commissioning of a new high-capacity garbage truck, two medium-capacity trucks, a skip loader with a capacity of 20 m3, three surveillance vehicles within the neighbourhoods, in addition to a truck for road cleaning and 7 skips with a capacity of 20 m3 each. "It should be noted that since the entry into force of the delegated management contract relating to waste collection, the Nouaceur province has got rid of several problems linked to this vital responsibility, compared to the period when this service was still managed by the communes. A period characterised by the lack of both technical and human resources, the piling up of garbage in the arteries and streets of the province, the multiplication of black spots, etc., with all that this entails as a risk to the health of the citizen," stresses the same source. At the same time, this upgrade is able to meet the growing needs of the population, whose waste production is increasing disproportionately. This is explained by the dizzying demographic growth recorded at the level of the Nouaceur province, shattering all national records. In this respect, Nouaceur is marked by demographic growth estimated at more than 10%, while the national average barely exceeds 2%. This is explained by the industrial vocation enjoyed by the province. Indeed, the employment opportunities generated by the establishment of major industrial entities have favoured this considerable growth. Young people, and even entire families, from the four corners of the country, come to settle in one of the towns that make up Nouaceur in search of employment and a better future.
Rahma, one town among others
Launched during the year 2007 and located in the Nouaceur province, the Rahma town project is today valued at more than 80%, knowing that nearly a hundred thousand inhabitants are already settled there. These families are essentially composed of households transferred from Casablanca as part of the rehousing programme for slum dwellers. Today, the major concern of all stakeholders is to ensure the architectural harmony of the town, through rigorous monitoring to guarantee good urban quality. Alongside the slum clearance projects, large-scale integrated social housing operations are being carried out in order to satisfy the pressing needs of low-income populations.
